General Description
Under the direction of the Assistant City Manager/Operations Director, this position is responsible for providing professional level management and specialized engineering work for the design, construction, and maintenance of City infrastructure. The person in this position oversees the supervisors of various crews assigned to Public Works, plans and implements public works projects, and assists with the preparation of the budget. The work requires a large degree of independent judgement under the general direction of the Assistant City Manager / Operations Director. This position has considerable contact with contractors, engineers, and other internal and external contacts, requiring excellent public relations skills.

  • Assist the Assistant City Manager / Operations Director in oversight and management of the daily operations and activities of the Public Works department; coordinate mid-term and long-term planning for the department and provide strategic planning and development input and direction.
  • Supervise, manage, and direct assigned personnel; review and approve completed and current assignments; assist with regulators, the public, and interactions with other departments.
  • Administer the construction and maintenance of the City's street and utilities systems; develop and implement programs, practices, and procedures for Public Works.
  • Review reports and construction plans for compliance with the City codes and proper engineering design standards.
  • Perform site plan reviews for City building and infrastructure projects; check, evaluate, and review plans, specifications, and reports submitted by private engineering consultants to ensure they are compatible with other infrastructure projects and conform to the City's overall goals and objectives.
  • Provide various engineering advice regarding proposals made, including specifications and standards, as to the soundness of design, theory, and construction practice.
  • Conduct field inspections, observe operations, and determine the quality of work and compliance with City codes being performed on City projects; negotiate with regulatory agencies to obtain necessary construction or operation permits.
  • Provide expertise in the development, formulation, and implementation of engineering standards, specifications, and office policy; conduct engineering studies and evaluations, compile information, and make other recommendations based on findings.
  • Manage, monitor, and handle engineering consultant contracts, provide feedback and general information regarding contract status and details; monitor project status through completion of the project.
  • Consult with internal departments, consultants, contractors, and other stakeholders in the analysis, design, and review of studies, reports, specifications, and inspection of construction work for compliance.
  • Ability to serve as the Engineer of Record for minor in-house projects.
  • Participate in the interviewing, hiring, and evaluation of supervisory-level personnel for the department; ensure performance evaluations are completed on time; attend supervisors' meetings, and other personnel activities; oversee the retention and development of employees.
  • Oversee safety efforts throughout the department; ensure all safety protocols are effectively communicated and trained.
  • Approve requisitions, work closely with Finance to develop RFP's, monitor contract deadlines and extensions, and process all purchases through budget guidelines; monitor expenses, revenue, and budget related to capital improvement projects.
  • Participate in the development and implementation of new or modified departmental policies.
  • Prepare and present proposed resolutions and ordinances for presentation before the City Commission.
  • Perform various tasks for the emergency preparedness response of the City.
  • Assist with the preparation of the Department's operating and capital budget.
  • Serve in a staff position as a "confidential" employee.
  • Perform related tasks as required.

Minimum Qualifications, Licenses and Certifications
  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Civil Engineering or related engineering field;
  • Four (4) years' experience of professional engineering as a Professional Engineer
  • Experience managing municipal public works projects is preferred
  • Two (2) years of supervisory experience, or
  • An equivalent combination of education, training, and experience.

Knowledge, Skills, and Abilities and Environmental Conditions
  • Modern civil engineering terminology and principals.
  • Ability to learn specific software programs (i.e. C.A.D.)
  • Knowledge of the principles and practices, laws, ordinances, and statutes of Public Works administration.
  • Knowledge of the methods and procedures of Public Works, utility maintenance and repair, and of the types and uses of modern maintenance and related equipment, tools, and materials.
  • Skill in mathematics through trigonometry and its application to field surveying and engineering computations.
  • Knowledge in construction, inspection, and maintenance of construction projects.
  • Ability to manage multiple projects and ensure completion.
  • Skill in planning and designing a variety of engineering projects.
  • Ability to establish and maintain effective working relationships with City employees, elected officials, contractors, suppliers, city residents as well as other local, state, and federal agencies.
  • Ability to learn supervisory and leadership practices and procedures.
  • Skill in project management of Capital Improvement Projects.
  • Knowledge and experience in NPDES permit compliance and reporting.
  • Training and experience in job safety requirements for areas of responsibility.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Skill in the use of computerized system applications and personal computer software applications including Word and Excel to assist in analyzing accounting data.
  • Ability to maintain information on a "confidential" basis.
  • Skill in leadership, coaching, mentoring and people skills as well as excellent organizational skills.
