Job description

POSITION: Delinquency Manager
REPORTS TO: Senior Delinquency Manager
COMPENSATION: Salary plus Benefits and Bonus eligibility

LOCATION: Hybrid

POSITION SUMMARY

The Delinquency Manager is the operational core of Solidagoโ€™s resident ledger health. This role is responsible for scrubbing resident ledgers across an assigned community portfolio, coaching Assistant Community Managers on delinquency best practices, and executing the full delinquency lifecycle โ€” from early intervention through eviction coordination and collections handoff.

The Delinquency Manager operates at the intersection of site-level execution and centralized standards. They are not a call center function โ€” EliseAI/Sophi handles routine outreach. The Delinquency Manager handles the exceptions, the edge cases, the compliance-sensitive situations, and the coaching that turns site staff into capable delinquency partners. Critically, this role is also building the standardized practices that will anchor Solidagoโ€™s centralized delinquency model as it matures.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

  • Delinquency & Collections Management
Oversee resident ledger performance across assigned communities, maintaining delinquency below 5%. Conduct regular ledger audits, manage repayment plans, and resolve discrepancies while ensuring accurate financial records.
  • Eviction Administration
Coordinate the full eviction process in compliance with state laws and housing regulations, maintaining accurate documentation and working closely with legal partners. Ensure all assistance options are explored prior to filing.
  • Workflow & Systems Oversight
Manage EliseAI/Sophi task queues, addressing escalations and complex resident issues. Support system optimization through knowledge updates and guide teams on effective use of automation tools.
  • Team Coaching & Development
Provide training and ongoing support to Assistant Community Managers (ACMs), ensuring compliance, accuracy, and strong delinquency management practices while identifying high-potential team members.
  • Move-Out & Collections Coordination
Oversee final account statements, resolve disputes, and ensure timely transfer of balances to collections agencies in alignment with service standards.
  • Compliance & Policy Adherence
Ensure all activities align with Fair Housing laws, state regulations, and internal policies, staying informed on legal updates and maintaining audit-ready documentation.
  • Process Improvement & Centralization
Document workflows, identify operational gaps, and support the transition to a centralized delinquency model through standardization and scalable best practices.

REQUIRED QUALIFICATIONS

  • Bachelor's degree; Business, Accounting, Finance, or related field preferred.
  • Minimum 10+ years of experience in affordable housing, with direct PBV and RAD program experience.
  • Strong understanding of contract rents, rent adjustments, and OCAF calculations.
  • Experience working directly with Housing Authorities.
  • Thorough knowledge of LIHTC, HUD regulations and PHA administrative plans, in addition to low-income housing tax credit, tax-exempt bond, and other affordable housing programs.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to train and support multi-site property teams.
  • Excellent written and verbal communication skills.
  • Proficiency in tracking systems, reporting tools, and property management software.
  • Ability to provide technical assistance on complex compliance issues in a simple and accurate manner to ensure compliant and quality applications.
  • Strong working knowledge of Microsoft Word, Excel, and Google Suite.

PREFERRED QUALIFICATIONS

  • 5+ years in collections, delinquency management, or property management operations.
  • Experience in affordable housing, LIHTC, or HUD-regulated communities strongly preferred.
  • Working knowledge of eviction processes and landlord-tenant law; Texas and/or Kentucky experience preferred.
  • Familiarity with property management systems (Entrata, RealPage, Yardi, or equivalent).
  • Comfort working alongside AI-assisted platforms and automated communication workflows.
  • Strong coaching and communication skills โ€” ability to develop site staff without direct authority.
  • Highly organized, self-directed, and able to manage high-volume portfolios under firm deadlines.
