Job description

This position is responsible for code enforcement work involving the administration and enforcement of building, zoning, property maintenance and other construction related codes and the management of the Code Enforcement Department. Work involves responsibility for safe, effective and timely enforcement of building and zoning codes. Serving as the Township Building Code Official, as the staff representative to the Zoning Hearing Board and the APA. Duties include directing building and zoning codes enforcement, managing department operations, conducting inspections and investigations, reviewing building plans and permit applications. This position also has the responsibility for making very difficult code enforcement administrative and managerial decisions. The work requires that the employee have thorough knowledge, skill and ability in building and zoning code inspection, plan review, enforcement and administration in accordance with the PA Uniform Construction Code and other applicable state or federal laws.

Key Responsibilities:

  • Township BOC responsible for managing, supervising and administering building code enforcement activities. Management of staff and 3rd party Inspections provider as it relates to, inspection of building construction, contractors licensing, property maintenance, issuing building permits, occupancy permits, notice violations, etc.
  • Perform plan review, on-site inspections as needed. Maintenance of all code enforcement records.
  • Serve as staff representative on Zoning Hearing Board. Review zoning applications and plans, prepare and distribute agenda, and conduct research on behalf of Board.
  • Serve as staff representative and Secretary to the APA Committee.
  • Attend monthly Board Meetings. Review and advise the Board of Commissioners on subdivision and land development applications. Manage application process for subdivision, land development, conditional use and zoning appeals.
  • Work closely with architects, engineers, contractors, developers, property owners and other government agencies, staff and the public, in regard to code enforcement and matters related to zoning and development.

Preferred Qualifications:

Education: Highschool diploma or GED. Some college education is preferred but not required

Experience: 5 years' experience related to the structural aspects of construction, two years of which shall have been in supervising journeymen level tradesmen; or 5 years' experience inspecting residential, commercial or industrial buildings for compliance with housing, building, fire and related codes and ordinances and completion of a two-year course in engineering or building technology from an accredited college, university or technical school; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Certification/ Licensure- Possess and maintain Pa Act 45 UCC certification in the following categories:

  • Commercial Plumbing Inspector
  • Building Plans Examiner
  • Energy Plans Examiner
  • Mechanical Plans Examiner

  • Accessibility Inspector / Plans Examiner
  • Must possess a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania and a safe driving record

Compensation: Competitive salary based on experience, plus full municipal benefits and pension.
