Job description

Forge Business Technology is seeking an experienced Senior Financial Management Analyst to support a critical U.S. government program. This is a senior role at the intersection of IT financial management, acquisition support, and vendor management. The selected candidate will play a key role in implementing the Technology Business Management (TBM) framework, conducting market research, generating Rough Order of Magnitude (ROM) cost estimates for government customers, and serving as a liaison with product vendors.

This position also supports the continued development and refinement of our internal cost management platform, providing real-world practitioner insight into the product roadmap.

Key Responsibilities

TBM Framework Implementation

  • Lead and support the implementation of the TBM framework at the customer environment

  • Develop and maintain IT cost taxonomy aligned to TBM standards (IT Tower, Cost Pool, and Service layers)

  • Build and maintain cost allocation models for multi-tenant environments including facilities, platform hosting, and application hosting tiers

  • Familiarity with ITFM/TBM tools and platforms as a reference point (e.g., IBM Apptio, ServiceNow ITFM); hands-on tool administration is not required

Market Research & Acquisition Support

  • Conduct market research on commodities, IT hardware, software, and managed services in accordance with FAR Part 10

  • Research and document commercial pricing, market trends, and vendor landscape for government acquisition planning

  • Prepare market research reports, sole source justifications, and acquisition strategy inputs as needed

  • Support the government customer in preparing Independent Government Cost Estimates (IGCEs) and procurement documentation

ROM & Cost Estimation

  • Generate Rough Order of Magnitude (ROM) cost estimates for Government customers across service tiers

  • Develop and maintain pricing models for compute, storage, network, facilities, and managed services

  • Translate customer requirements into structured service cost proposals using established TBM and FinOps methodologies

  • Refine and validate ROM calculations using actual cost data, vendor quotes, and benchmarking sources

Vendor Management & Coordination

  • Serve as the primary point of contact with product vendors (Dell, VMware, Cohesity, Cisco, etc.)

  • Coordinate vendor quotes, product roadmaps, and pricing schedules in support of government acquisitions

  • Track vendor contract performance, maintenance renewals, and product lifecycle milestones

  • Evaluate emerging vendor offerings and assess fit against customer requirements and TBM taxonomy

Cost Management Platform Support

  • Provide practitioner input into our cost management platform roadmap based on real-world customer needs

  • Assist in documenting use cases, workflows, and cost models that inform platform feature development

  • Support client demonstrations and pilot deployments of the platform

Required Qualifications

Education

  • Bachelor's degree in Finance, Accounting, or Business Administration required

  • A technology-related minor, concentration, or certification (e.g., MIS, IT, Computer Science) is strongly preferred

  • Candidates with a technology degree and significant financial management experience will also be considered

  • An equivalent combination of education and directly relevant experience will be considered in lieu of a degree

Experience & Skills

  • Demonstrated knowledge of the TBM framework (TBM Council standards, cost taxonomy, IT Tower model)

  • Experience conducting market research for IT products and services in a government or DoD environment

  • Ability to develop ROM estimates and cost models for complex, multi-tier IT service environments

  • Experience working with IT hardware and vendors (servers, storage, networking, virtualization)

  • Proficiency with Microsoft Excel and data analysis for cost modeling and pricing analysis

  • Strong written and verbal communication skills; ability to present findings to government customers and leadership

  • Active Secret clearance or ability to obtain a Secret clearance

Preferred Qualifications

  • TBM Foundation or TBM Practitioner Certification (TBM Council)

  • Familiarity with ITFM/TBM platforms for reference purposes (e.g., IBM Apptio, ServiceNow ITFM, or Planview); not a software administration role

  • Familiarity with Atlassian Jira / JSM Assets for CMDB and asset cost attribution

  • Knowledge of FinOps principles and cloud cost management

  • Experience with government contracting vehicles (GSA MAS, SEWP, ITES-SW2, etc.)

  • Background in DoD IT environments

  • Active Secret clearance
