THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D0884000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11, you serve as the Command Transportation Officer and represents the Director of Logistics on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally. Serve as principle representative for military transportation matters and for planning and executing unit movements. Direct, oversee and provide technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinates surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations. Coordinate commercial requirements with the Traffic Management Office as needed for commercial transportation. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • Must possess a valid Kansas State driver's license prior to appointment

Qualifications
Military Grades: WO1-CW4, 2LT-CPT
GENERAL EXPERIENCE:
Must have at least 3 years of progressively responsible experience that demonstrates the ability to:
  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative,
SPECIALIZED EXPERIENCE: Must have the specialized experience equivalent to at least the next lower grade, performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs, experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures, knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States
Work Environment: Work is generally performed in an office or similar setting, which involves minimal risk or discomfort and requires normal safety precautions. Some exposure to moderate discomforts results from working in the warehouse and packing areas with low/high temperature, high humidity, or drafty or noisy conditions. There is also risk of physical injury when working around large crates and uncrated items.
Physical Effort: Work is primarily sedentary, although some physical effort is required when walking, standing, bending, or carrying light items. Occasionally lifts and carries parts, equipment, and packed containers when assisting subordinates with their work.
