About this Role:

The Capital Plan Technology Manager leads the program's digital delivery ecosystem - BIM, GIS, and CADD - across all active AEDP/CIP projects. This role sets and enforces digital delivery standards, manages the teams and consultants producing models, drawings, and spatial data, and ensures those outputs are accurate, coordinated, and usable by both technical and non-technical stakeholders across the program's full lifecycle - from design through construction and turnover to airport operations. This role is the program's single point of accountability for digital consistency, ensuring that models, drawings, and geospatial data from dozens of design consultants and contractors are produced to a common standard, coordinated with one another, and structured for long-term use by AUS.

This position with be Onsite at the Austin-Bergstrom International Airport (AUS).

Key Responsibilities:

Team & Program Management

  • Manage, mentor, and assign work across the BIM, GIS, and CADD teams (City staff and embedded consultant staff), balancing workload across concurrent projects.
  • Establish staffing plans and forecast digital-team resource needs in coordination with program staffing/FTE tracking.
  • Coordinate with Project Managers and Design Managers to determine each project's digital delivery needs at each phase (schematic design through closeout).
  • Serve as the escalation point for digital-delivery conflicts, resourcing gaps, or consultant non-compliance.

Standards & Best Practices

  • Author, maintain, and enforce the AEDP BIM Execution Plan (BEP), GIS data standards, and CADD standards (layering, naming conventions, file structure, coordinate systems, LOD/LOI requirements).
  • Ensure all A/E design consultants and CMAR/GC teams comply with program digital standards through contract requirements, kickoff onboarding, and periodic audits.
  • Benchmark AEDP standards against industry best practices (BIM Forum LOD specification, Uniformat/Omniclass, Esri geodatabase standards) and FAA/aviation-industry digital delivery norms.
  • Define and maintain the Common Data Environment (CDE) structure and governance (Procore, Autodesk Construction Cloud, or equivalent).

BIM

  • Design coordination & clash detection: Own the multi-discipline clash detection process across design consultants - architectural, structural, MEP, civil - running federated model reviews at each design milestone and tracking clashes to resolution before issuance for construction. Set clash detection cadence and hold consultants accountable to closure timelines.
  • Code review support: Use models to support code compliance review - life safety/egress verification, clearance and accessibility checks, fire-rated assembly and structural clearance - flagging conflicts early enough to avoid downstream RFIs.
  • Constructability review: Support CMAR/GC constructability reviews using coordinated models before construction start, catching sequencing and access conflicts (crane paths, temporary shoring, phasing conflicts with active terminal operations).
  • 4D/5D integration (where applicable): Tie model elements to schedule and cost for phasing-sensitive projects, particularly those with active-airport interface constraints (WGE, CCB/Tunnel, Concourse A).
  • Model-based quantity/estimate support: Support the Controls/Estimating team by validating quantities pulled from models against design intent.
  • Facilities turnover: Ensure final models meet COBie (or equivalent) requirements so BIM data feeds directly into AUS's O&M and asset management systems.
  • Model audits: Conduct recurring model quality/compliance audits against the BIM Execution Plan and report consultant compliance status.

GIS

  • Delivery/handoff information: Own the geospatial component of project closeout - ensuring as-built utility locations, airfield geometry, and asset data are captured, validated, and delivered into AUS's enterprise GIS in a form operations can use on day one.
  • Space assignments: Maintain a spatial record of space allocation and assignment across facilities (tenant space, concessions, operations, back-of-house) tied to the GIS/asset framework, so changes during design and construction remain reconcilable against current-state records.
  • Commercial team exhibits: Produce and maintain geospatial exhibits the commercial/concessions team needs for leasing, planning, and stakeholder presentations (square footage exhibits, site plans, adjacency diagrams) as a standing service line.
  • Laydown yard tracking: Maintain current, program-wide visibility into laydown yard locations, capacity, and assignment/conflict status across concurrent projects, tied into construction phasing and visible to CMs coordinating overlapping site logistics.
  • Airside/landside interface tracking: Track temporary construction impacts on airside/landside boundaries (fencing, haul routes, badge/access zones) spatially, giving integration and safety/compliance teams a live reference.
  • Utility conflict tracking: Maintain a GIS layer of known/discovered utility conflicts across projects sharing underground corridors (MFT/MRE, RDWY, CUP).

CADD

  • Maintain CADD standards (layering, title blocks, sheet numbering, drawing sets) across all design consultants for consistency across a multi-firm, multi-project program.
  • Oversee record drawing and as-built management, ensuring accurate handoff from construction to O&M.
  • Coordinate CADD/BIM interoperability (Revit-to-AutoCAD workflows, survey integration, etc.).

Reporting & Stakeholder Communication

  • Translate technical BIM/GIS/CADD status into clear reporting for both technical and non-technical audiences.
  • Support program dashboards and digital deliverable tracking with the Controls and Project Delivery teams.
  • Present digital delivery status, risks, and standards updates at program governance meetings (DRC, TAC) as needed.

Qualifications/Requirements:

  • Bachelor's degree in Architecture, Engineering, Construction Management, Geography/GIS, or related field (equivalent experience considered).
  • 8+ years of progressive experience managing BIM, CADD, and/or GIS programs, with at least 3 years in a supervisory/management capacity.
  • Demonstrated experience managing digital delivery standards across multiple concurrent capital projects, ideally on large ($100M+) vertical or infrastructure programs.
  • Strong working knowledge of Autodesk Revit, Navisworks, AutoCAD, and Esri ArcGIS platforms.
  • Experience with Common Data Environments and construction management platforms (Procore, Autodesk Construction Cloud, or similar).
  • Excellent communication skills, with proven ability to bridge technical detail and executive-level reporting.
  • Aviation or airport capital program experience (FAA grant-funded projects, airside/landside coordination).
  • Professional certification(s) such as Autodesk Certified Professional, Esri Technical Certification, or CM-BIM.
  • Experience with COBie/facility turnover data standards and integration with CMMS/EAM systems.
  • Familiarity with municipal procurement and public-sector capital program delivery (City of Austin or comparable agency experience a plus).
