Job description


To manage and be accountable for the performance and results of the Digital team and resources. Direct the vision and development of digital products used by our members and employees. Partner with product team members to include Developers, Scrum Master, and UX representatives to ensure deliverables fulfill strategic needs and drives superior member experience. Influence and manage cross organizational projects and initiatives and ensure team strategy aligns with department and organizational goals. Apply comprehensive understanding and knowledge of industry standards and principles to achieve department goals. Decisions are guided by division objectives and have direct impact on short-term functional operations.
Responsibilities
  • Support prioritized enterprise portfolios and pipeline of initiatives, translate program vision into epic statements, and manage delivery of digital product
  • Manage the product epic and feature backlogs including refinement of stories with cross-functional team
  • Collaborate with a cross-functional team to define and launch product vision and strategy
  • Lead, influence, and motivate product team and stakeholders towards continuous improvement of product
  • Streamline the execution of program priorities while maintaining the conceptual and technical integrity of the features or components for the team
  • Partner with business analysts to integrate usability studies, user research, and market analysis into product requirements
  • Analyze product usage and other empirical data and how that relates to key member needs to determine changes in product prioritization
  • Regularly analyze true needs for product features and constantly push for clear understanding of value
  • Serve as a change agent for the Digital department looking for new ways to solve problems for members and collaborate as a team
  • Proactively work with product team to formulate creative ideas or solutions for potential issues
  • Partner with department executives, leadership and other key personnel to develop the long-term strategic direction and technology roadmap
  • Guide and analyze benchmarking, trend analysis and other input to drive continuous improvement and elevate service performance
  • Bring external perspective and ideas from relevant sources, stay current with technology as well as, government/policy impacts and industry best practices
  • Determine when added product value should be pushed to members/employees
  • Deliver compelling and effective communications/presentations to executive management
  • Perform supervisory/managerial responsibilities
    • Selects employees, conducts performance appraisals, counsels and trains staff as appropriate
    • Ensures continuing skills development, mentoring and retention of staff
    • Manages merit pay in accordance with specified objectives and guidelines
    • Evaluates budget requirements, report variances and recommend adjustments to budget that support business needs and goals
    • Partner with Recruiting, Procurement, and OGC as needed
  • Perform other related duties as required

Qualifications
  • Bachelor's Degree in Information Technology, Strategy, Marketing, or the equivalent combination of education, training, and experience
  • 3 to 5 years experience in market/consumer research, project management, and analysis in support of strategic planning initiatives
  • Extensive experience in agile product ownership
  • Extensive experience leading, shaping and developing innovative solutions while managing business risks
  • Ability to multi-task and prioritize with minimal direction and assertiveness to change team processes quickly
  • Ability to productively communicate to stakeholders, team members, and leaders
  • Extensive experience in developing business or technology strategy
  • Advanced knowledge of project/program management processes and methodologies
  • Previous project leadership and execution, including initiatives with technology, processes, cross-functional teams, and external partner team members
  • Ability to exercise initiative, produce desired results and achieve objectives
  • Ability to learn different collaboration or product management tools quickly
  • Effective skill building relationships through rapport, trust, diplomacy, and tact
  • Advanced analytical and conceptual skills to create original concepts/theories for various projects
