About the Role: 
Synergy seeks a highly qualified Senior Program Manager to organize, direct, and manage all aspects of a complex IT support contract. The Senior Program Manager will provide strategic direction, ensure project deliverables meet technical and business requirements, and will manage budgets, schedules, and risk mitigation while maintaining high-quality project outcomes. The ideal candidate for this role will have a proven track record of managing complex projects with expertise in federal contracting, Agile delivery, and technical project leadership. They will demonstrate exceptional communication and negotiation skills, balancing program delivery with stakeholder priorities. The ability to manage large project teams, mitigate risks effectively, and deliver high-quality outcomes will be essential for success in this role.
 
Primary Responsibilities:
  • Develop and maintain monthly work plans identifying planned work efforts and activities using government-approved documentation tools. Monthly work plans shall include documentation of planned or assigned resources for each task.
  • Assess workload assigned and communicate any deviations from approved work plans when changes occur. Recommend prioritization of workload based on understanding of agency objectives and goals.
  • Perform documentation of tasks assigned specifying delivery dates, milestones and resources allocated to perform the workload.
  • Develop and submit Weekly Activity Reports (WARs) and provide weekly status updates and participate in weekly meetings to assess progress on specific assignments and activities.
  • Develop and submit Monthly Status Reports to review and reconcile workload completed or not completed from the Monthly Work Plan providing justification for any incomplete assignments.
  • Develop and submit Monthly Accomplishment Reports that align with agency performance plans.
  • Provide monthly Earned Value Management data.
  • Perform measurements of project performance and progress through scope, time and costs and shall provide project planning and project control methods, approaches and implementations.
  • Use identified metrics to quantify the forecast and accomplishment of work at the Project, Program and Contract levels, facilitating tracking of cost performance (i.e. over or under budget), schedule performance (i.e. behind or ahead), and overall progress.
  • Forecasts of project performance problems.
  • Track burn down rates for fixed, iterative, or time-boxed/sprint-based schedules and use Story Points to determine development velocity.

Required Qualifications:

  • Bachelor’s Degree in business administration, information systems, engineering, or related field.
  • 6+ years experience in project management in the federal contracting industry.
  • Proficiency in IT business/system analysis.
  • Competency implementing ITIL V4 best practices.
  • Overall technical knowledge of SAP software with ability to review and provide feedback on support documents.
  • Knowledge of Agile Scrum development methodology.
  • Ability to understand business models and operational risk.
  • Analytical ability, pragmatic problem-solving skills, and strong sense of task ownership.
  • Ownership over regular, consistent, and proactive communications with various levels of government stakeholders.
  • Ability to communicate amongst multiple different team types, and own responsibility for coordinating and communicating multiple tasks across multiple teams supporting a variety of different applications.

Preferred Qualifications:

  • Prior experience with Atlassian suite of tools (JIRA, Confluence, Bitbucket) and their administration.
  • Prior experience with Microsoft SharePoint and O365 development.
  • PMP preferred.
  • Relevant Agile or SAFe certifications preferred.

  • Must be able to obtain a Public Trust.
Target Salary Range
Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual’s combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $180,000.00 – $200,000.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy’s total compensation package for employees.
