With the vision of supporting the values and mission of the Office of Civil Rights & Title IX, the Senior Specialist of Digital Accessibility will promote an inclusive and accessible digital university environment at the University of South Carolina. In partnership with and reporting to the Deputy ADA Coordinator, the Senior Specialist of Digital Accessibility provides strategic leadership for the University of South Carolina's digital accessibility efforts, including the development of institutional standards, policies, and initiatives. The Senior Specialist of Digital Accessibility also oversees and coordinates University-wide efforts to promote and maintain accessible digital content and technology. The Senior Specialist of Digital Accessibility serves as a subject-matter expert in digital accessibility technical standards, including accessible technologies, interpretation of WCAG guidelines, implementation of solutions to meet those guidelines, manual and automated testing, and documentation of accessibility compliance to support the accessibility and compliance of University digital assets with the Americans with Disabilities Act (ADA), Sections 503 and 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to persons with disabilities. The scope of responsibility includes faculty, staff, student-employees, and students, as well as public access to programs and facilities.
Job Related Minimum Required Education and Experience
  • Requires a bachelor's degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials Preferred Qualifications
  • Masters, J.D. or Doctorate in related field; Related training or certification through a nationally recognized organization.ย 
  • Experience in higher education ADA digital accessibility compliance; Familiarity with digital accessibility principles and tools (WCAG standards, assistive technologies, and web practices).
  • Direct experience and proven success with digital accessibility strategy and remediation.
  • Experience using reports from automated testing platforms and being able to translate that to best practices for remediation.
  • An intermediate level of being able to use accessible technology to test best practices.
  • Direct involvement in prior large-scale accessibility remediations and strategic planning initiatives
Knowledge/Skills/Abilities
  • Ability to maintain neutrality and work under stress.
  • Demonstrated ability to collaborate with campus and University partners.
  • Able to interpret federal, state, and local equal opportunity and nondiscrimination laws and regulations, including but not limited to Title VII, the ADA, Section 504 of the Rehabilitation Act, and other applicable laws and regulations that prohibit harassment, discrimination, or retaliation.

Leads institutional efforts to promote accessible digital content. Provides expert technical guidance on accessibility matters, including reviewing digital content and collaborating with University Stakeholders to resolve digital accessibility concerns. Serves as a primary liaison with college units, departments, and divisions, as well as the disability community, state and federal agencies, and other digital accessibility experts and ADA coordinators at peer institutions and external organizations.

Compliance, Policy, and Strategic Planning:
Maintains current knowledge of evolving federal and state regulations, laws, and established standards related to accessible technology, as well as the best practices of universities and private employers, to improve digital accessibility while maintaining program performance standards. Serves as a principal planning coordinator and oversees institutional priorities relating to digital accessibility compliance and coordinates the development of policies, procedures, and strategic plans. Partners with the Deputy ADA Coordinator to determine and communicate levels of risk and best practices and informs University leadership on associated risks and opportunities for technology and digital content.

Education and Training Leadership:
Leads the strategy, development and coordination of University-wide training and awareness initiatives related to digital accessibility. Partners with relevant offices to support delivery of training and promote understanding of accessibility standards and obligations. Coordinates processes to support the prompt and equitable resolution of digital accessibility complaints and inquiries. Ensures appropriate documentation and reporting of accessibility-related concerns. Coordinates remediation strategies and supports units in implementing corrective actions to address identified accessibility barriers.
