Description
AVER is seeking an experienced Director of DHS Portfolio Growth & Delivery to lead a growing portfolio of Department of Homeland Security (DHS) programs delivering Information Technology, Digital Transformation, and Management Consulting services. This executive leadership role is responsible for portfolio growth, operational excellence, client engagement, strategic partnerships, and successful program execution while driving innovation across the organization. A strategic leader with proven record of managing complex federal programs, developing growth pipelines, cultivating executive client relationships, and leading high-performing teams within DHS or other federal law enforcement agencies.
Responsibilities Include:
  • Provide executive leadership across multiple DHS programs delivering IT modernization, digital transformation, and management consulting services.
  • Oversee portfolio operations, ensuring successful program execution, customer satisfaction, financial performance, and achievement of profit and loss (P&L) objectives.
  • Develop and execute account strategies that expand AVER's presence across DHS and federal law enforcement agencies.
  • Build, strengthen, and maintain executive-level relationships with government clients, industry partners, and key stakeholders.
  • Identify, shape, capture, and help win strategic opportunities through recompetes, task order growth, contract expansion, and new business pursuits.
  • Collaborate with Capture, Business Development, and Proposal teams to support strategic growth initiatives.
  • Lead implementation of AVER's Law Enforcement account strategy and identify opportunities for portfolio expansion.
  • Drive technology innovation by partnering with practice leaders, technical SMEs, and engineering teams to develop new capabilities that support DHS mission requirements.
  • Establish and grow strategic partnerships with industry leaders to expand technical capabilities and business opportunities.
  • Mentor and develop program managers while fostering a culture of collaboration, accountability, and operational excellence.
  • Represent AVER at industry conferences, customer engagements, networking events, and strategic forums.

Education Requirements:
  • Bachelor's degree from an accredited college or university.
  • Master's degree preferred.
  • Project Management Professional (PMP) certification preferred.

Experience Requirements:
  • 10+ years of federal government experience leading program delivery, portfolio management, and business growth.
  • Minimum of 5 years supporting DHS or federal law enforcement agencies in a Program or Portfolio Management capacity.
  • Demonstrated success managing portfolio financial performance, including P&L responsibility.
  • Experience developing strategic growth pipelines and identifying, shaping, capturing, and winning new federal opportunities.
  • Proven experience with strategic planning, capture management, teaming, and business development.
  • Experience leading enterprise IT modernization, digital transformation, or technology innovation initiatives.
  • Strong executive communication and relationship management skills with government clients and industry partners.
  • Ability and willingness to oversee existing program delivery while driving strategic growth initiatives.
  • Experience supporting multiple contract vehicles and task order environments.
  • Knowledge of emerging technologies including AI/ML, cloud modernization, cybersecurity, data analytics, or biometrics.
  • Experience leading geographically dispersed teams in a fast-paced federal consulting environment.
