Position Summary

The Program Analyst serves as a key member of the Program Management Office (PMO), providing analytical, operational, and administrative support for a federal Background Investigations contract. This position supports program leadership through data analysis, performance monitoring, forecasting, reporting, and program coordination activities. The Program Analyst works closely with operational leaders and stakeholders to identify trends, evaluate program performance, support workforce planning efforts, and provide dataโ€‘driven recommendations that support contract requirements and customer objectives. This role also assists with program documentation, policy implementation, customer reporting, stakeholder engagement, and continuous improvement initiatives.

Security Clearance: Active favorable adjudicated T5, T5R or HT

Key Responsibilities
  • Support the planning, coordination, and daily operations of the Background Investigations Program.
  • Collect, analyze, and interpret operational, workforce, quality, production, and performance data.
  • Develop and maintain recurring and ad hoc reports, dashboards, scorecards, and performance metrics.
  • Monitor key performance indicators (KPIs) and identify trends, risks, opportunities, and areas for improvement.
  • Conduct workforce forecasting, capacity planning, workload analysis, and resource allocation assessments.
  • Prepare reports, program summaries, dashboards, presentations, briefing materials, and customerโ€‘facing deliverables.
  • Provide dataโ€‘driven recommendations and operational insights to support leadership decisionโ€‘making.
  • Support customer briefings, program reviews, audits, inspections, and data requests.
  • Coordinate with internal departments to collect information, track milestones, and support program initiatives.
  • Maintain program documentation, databases, reporting tools, and workflow tracking systems.
  • Monitor customer policy updates and contract requirements to support compliance and operational alignment.
  • Assist in the development and maintenance of program guidance, procedures, and operational documentation.
  • Support stakeholder engagement activities, including communications, workshops, webinars, and outreach initiatives.
  • Assist with proposal reviews and evaluation activities for compliance, completeness, and programmatic alignment.
  • Identify and support process improvement initiatives designed to enhance efficiency, reporting accuracy, data quality, and overall program performance.
