Main Purpose of Job
The primary purpose of the Title IV-E Fiscal & Compliance Administrator is to manages, tracks and ensures compliance with Title IV-E funding related to foster care, adoption, guardianship and prevention services. The role is responsible for all financial aspects of Title IV-E funding from monthly, quarterly, and annual reporting. Internal and external stakeholder funding requirements necessitate the submission of reports.\r\nCollaborate with child welfare fiscal and budget staff to include all 24 local departments of social services, Department of Human Services (DHS) central Office of Budget & Finance (OBF), and the Department of Juvenile Services (DJS) IV-E unit and finance department. Work to prepare and manage IV-E cost allocations for IV-E eligible services and activities. Assist with accurate and timely submission of IV-E claims.\r\n
POSITION DUTIES
Compliance & Claiming:\r\n\r\n\r\n Ensures all expenditures charged to Title IV-E meet federal eligibility requirements and assist with timely and accurate submission of claims.\r\n Ensures every expenditure aligns with federal guidelines for Title IV-E programs.\r\n\r\n\r\n\r\nDocumentation and Record-Keeping:\r\n\r\n\r\n Maintains comprehensive and accurate documentation.\r\n Develops and ensures internal controls are implemented for integrity and accessibility of all financial and programmatic data.\r\n\r\n\r\n\r\n\r\nTimely and Accurate Claim Submission:\r\n\r\n\r\n Submits Title IV-E claims is highly time-sensitive and requires precision.\r\n Compiles eligible expenditures, categorizing them correctly according to federal guidelines, and submitting claims through established electronic systems within specified deadlines.\r\n\r\n\r\n\r\n\r\nAudit Readiness and Response:\r\n\r\n\r\n Proactively identifying and addressing potential areas of non-compliance, conducting internal reviews, and ensuring that all necessary documentation is readily available.\r\n\r\n\r\n\r\n\r\nFinancial Reporting and Analysis:\r\n\r\n\r\n Tracks expenditure patterns, identifying trends, and providing insights into the financial health of the Title IV-E program.\r\n Provides responses to requests for program/financial information and documentation that supports and defends DHS's Title IV-E program and claims in all audits and reviews.\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.\r\n\r\n\r\n\r\n\r\n\r\n One year of experience managing, tracking, or ensuring\r\n compliance with federal or state grant funding for a human services allocations\r\n or child welfare funding streams.\r\n One year of experience preparing complex financial reports\r\n and monitoring fiscal accountability.\r\n One year of experience using Enterprise Resource Planning\r\n (ERP) financial software (e.g., Financial Management Information System (FMIS),\r\n Real-time State Treasury Accounting and Reporting System (RSTARS) or automated\r\n child welfare eligibility and tracking systems.\r\n One year of experience serving in a supervisory capacity or\r\n as a lead worker.\r\n\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n\r\n
