Job description

Summary: Yorktown Systems Group is seeking a highly qualified Site Security Manager to provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). The USARC Command currently operates ICOs in different locations throughout the United States. The main responsibility of these Common Access Card (CAC) offices is to provide Department of Defense (DoD) CACs and Uniformed Services Identifications (USIDs) to eligible recipients in order to ensure that authorized personnel have identifications to secure and allow efficient physical access to Government facilities, access to secure web sites, and email systems.

The USARC ICOs are also tasked with operating identification issuance systems, and issuing CACs to uniformed service members, retirees, family members/dependents and other eligible recipients such as Contractors assigned to work with USARC. The Defense Manpower Data Center (DMDC) is responsible for providing all functional oversight for the ICOs equipment, software and maintenance of the Defense Enrollment and Eligibility Reporting System (DEERS)/ Real-time Automated Personnel Identification System (RAPIDS) sites. Specific duties may include, but are not limited to: Perform more complex tasks and respond to routine questions regarding policy and procedures, provide guidance to VO/ID Card Operators, and provide reports on time or attendance of other personnel.

Responsible for supporting each of the RAPIDS functions which includes but is not limited to the following: CAC cardstock and consumables: ordering, management, and accountability Policy and procedure compliance Site administration and security (including maintaining site's address information for RAPIDS Site Locator Documentation and training Installation of new "plug and play" hardware components, i.e., mouse, fingerprint scanner, smart card reader Validation of the identity of individuals whose fingerprints cannot be captured Document overrides in the event a CAC recipient does not have proper identification documents Use of the automated card management system Maintain "ID Card Office Online" oversight Review all information on the audit trail reports Evaluate the audit trail report to monitor fraud, waste, and abuse, and maintain for one year and/or during the period of performance; and All SSMs shall complete the VO training. Shall provide administrative support services and to effectively staff designated USID Card Office during the hours of operation. Shall be responsible for the accountability, control, verification, and issuance of USIDs and CACs for active duty military, reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients

Perform USID and CAC issuance support services by processing identification issuance requests and supporting the Government's issuance of identification badges for building and system access systems in accordance with regulations and DoD policy directives. Operate the USARC's USID Card Issuance Systems to verify information and conduct all required background checks to ensure verification of the recipient's eligibility shall be performed with a 100 percent degree of accuracy. Perform all required USID and CAC issuance verification tasks to include researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in accordance with regulations and DoD policy directives, and the RAPIDS Training Guide.

All Contractor personnel staffing RAPIDS Workstations shall be certified as "VOs." Ensure uniformed service members, their family members, and other eligible beneficiaries receive the DoD benefits to which they are entitled. With the added responsibility of issuing ID cards, the VO is on the front lines of defending national security interests and plays an important role in keeping our country safe. A VO performs all VO tasks which includes, but is not limited to, the following: Protects the privacy and confidentiality of data on the RAPIDS terminal screen Verifies the identity of card recipients as required by the applicable regulations before entering applicant data in RAPIDS Views and scans documents that establish benefit or ID card eligibility before entering data into DEERS or issuance of ID cards Enters DoD Sponsor and family member information, issues DoD ID cards using RAPIDS workstations, suspends privileges and updates DEERS as necessary

Process and complete DEERS/RAPIDS input and updates accurately and in timely manner. Contractor shall maintain all required information and records in the DEERS/RAPIDS system. Operate DEERS RAPIDS equipment to update and maintain electronic and paper filing systems to support CAC statistics, hiring actions, and the entry or any additional CAC information and correspondence received.Required Qualifications: Possess a high school diploma (or equivalent) and one year of experience in a Customer Service environment, preferably in an HR-related position or DEERS/ID card experience

Able to perform various administrative tasks and procedures and exercise discretion. Must be proficient in both oral and written communication, and must have a working knowledge of Microsoft Word, Outlook, and basic office equipment such as computers, copiers, fax machines, scanners, etc. Must successfully complete RAPIDS certification IAW PWS 1.16
