Gas Utility Decarbonization Strategy Manager
(Hybrid Reston, VA or US Remote)

What would you do?
You will be a key member of a client facing consulting team within ICF's Energy and Climate Planning Line of Business (LOB). Your specific team is focused on supporting gas and combined gas-electric utilities with strategy and planning related to decarbonization, but you will collaborate with a wide range of teams across relevant energy and decarbonization topics. You will be primarily responsible for leading projects and managing staff to deliver solutions to identified client problems, including review and presentation of analytical findings. You will lead teams that use a variety of analytical and modeling techniques to assess and forecast potential decarbonization impacts on utility customers, utility infrastructure, costs, and GHG emissions, in order to provide insights that support gas utility strategic planning and regulatory efforts. You will also be responsible for building and maintaining client relationships and supporting sales and business development efforts.
Your work will play a critical role in helping natural gas utilities, combined utilities, governments, and other clients prepare for and adapt to changing market, technology, and policy conditions over the coming years. The team performs a wide range of decarbonization related work for utilities, and candidates with relevant natural gas utility decarbonization experience in a range of different areas are encouraged to apply. This position is formally posted as a Hybrid position under the location of ICF's headquarters (Reston, VA), but ICF will also consider candidates based in other regions (including remote work in areas where the Company does not have offices).
Key Responsibilities:
  • Work with clients and manage engagements to tackle complex challenges related to the role of gas utilities in supporting energy and decarbonization targets and policies.
  • Lead teams that perform quantitative and economic analyses of decarbonization pathways and energy and climate policies, with a focus on impacts and opportunities for gas utilities, to assess and forecast future technology adoption, fuel and power consumption, utility infrastructure impacts, cost impacts, customer rate impacts, emissions reductions, and implementation and regulatory challenges.
  • Manage and grow client relationships by delivering excellent value, consistency, quality, and dependability.
  • Support sales and business development efforts with market research, outreach, proposal development, and thought leadership.
  • Collaborate and communicate effectively with other ICF and client teams.
  • Mentor and provide direction to junior staff in the course of their work.

Minimum Qualifications:
  • A bachelor's degree in the fields of engineering, energy policy, business, or economics
  • 5+ years of work experience related to analysis, policy, and/or regulations related to natural gas demand, gas infrastructure, energy efficiency, and/or decarbonization
  • Experience working with natural gas or electric utilities
  • Project management experience

Preferred Skills/Experience:
  • 8+ years of work experience related to analysis, policy, and/or regulations related to natural gas demand, gas infrastructure, energy efficiency, and/or decarbonization
  • Experience working at a natural gas utility
  • Experience with utility regulatory proceedings
  • Consulting experience
  • Master's degree in the fields of engineering, energy policy, business, or economics
  • Client management and/or business development experience
  • Specialized knowledge of opportunities related to the decarbonization of gas utilities, potentially including energy efficiency, non-pipeline alternatives, methane emission reductions, renewable natural gas, hydrogen, and/or heat pumps
  • Strong analytical aptitude
  • Strong communication and writing skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$89,649.00 - $152,404.00
