Description

NexGen Data Systems is seeking a highly qualified Program Manager (PM) to provide comprehensive technical and administrative supervision, strategic guidance, and executive leadership for the Senior Information Security Officer (SISO) support contract at United States Transportation Command (USTRANSCOM). The scope of this project is to provide a comprehensive range of Risk Management Framework (RMF), Cybersecurity Engineering, Software Assurance, Zero Trust Architecture implementation, and Data Analytics support across the Joint Deployment and Distribution Enterprise (JDDE), supporting approximately 40 active combatant command systems.


The PM will serve as the primary, on-site point of contact (POC) for the Government Contracting Officer's Representative (COR) and Contracting Officer (CO). Responsibilities include managing teams composed of data processing and other information management professionals involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and telecommunications systems. The PM handles day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.


Roles & Responsibilities:

  • Organize, direct, and coordinate the planning and production of all contract support activities across all PWS Task Areas.
  • Serve as the primary interface with Government management personnel, formulating and enforcing work standards, creating schedules, and reviewing work discrepancies.
  • Formulate, enforce, and continually refine the master Contract Management Plan (CMP) to govern project scheduling and subcontractor communication loops.
  • Establish and alter corporate management structures as necessary to direct effective contract support activities.
  • Compile and deliver weekly activity logs and comprehensive Monthly Status Reports (MSRs) including financial burn-down metrics.
  • Plan and manage the non-recurring 30-day Transition-In period, ensuring incoming personnel receive local training and shadow outgoing staff without service degradation.
  • Horizontal execution oversight across all five Task Areas and Active communication/interface with the USTRANSCOM COR and SISO leadership.
  • Oversee the strategic rollout of the command's Zero Trust Implementation Plan, tracking maturity metrics and alignment with federal executive mandates.
  • Comply with all DoD and USTRANSCOM cybersecurity regulations, physical/personnel security rules, and information protection policies.

Requirements

Desired/Required Skills:

  • Active Department of Defense Top Secret/SCI (Tier 5 Investigation) required.
  • Travel on-site one week per quarter required.
  • Must satisfy DoD 8570.01-M / DoDM 8140.03 requirements for consideration.
  • Must hold an active Project or Program Management certification from an accredited institution (e.g., Project Management Professional (PMP) or recognized equivalent).
  • Must have vendor certifications for Pagasus/Advana and MS Office Suite (specifically Teams and Planner)
  • Defense Cyber Crime Center (DC3) Cyber 101 course completion (per USTRANSCOM Cyber Workforce guidelines) required.
  • Bachelor's degree in relevant field required.
  • Must have exactly 5 years of experience in program management AND 10 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.
  • Demonstrated experience with the Information Technology Acquisition process, its milestones, analyzing a variety of source documentation, and supporting the creation of acquisition documentation.
  • Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations.
  • Desired: Command, Control, Communications, and Cyber (C4/C4S) experience within a military headquarters or command center environment.
  • Strong oral, written, and briefing communication skills, with extensive proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Project, Visio).
