The Air Force Civilian Service (AFCS) is looking for a Full-Time Program Analyst (GG-0343-13) to work as a Warfighter Communications and Cyber Systems Requirements Analyst for Headquarters, United States Air Force (HQ USAF), Air Staff (AS), Resources, Policy & Programs Directorate, Deputy Chief of Staff for Warfighter Communications and Cyber Systems (AF/A6), Resources and Requirements Division AF/A6XR, Joint Base (JB) Anacostia-Bolling, Washington, D.C.
Moving expenses may be paid
Salary: $121,785 - $158,322 per year based on experience
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Qualifications/Requirements:
In this role, you will serve as a Headquarters United States Air Force (HQ USAF) level Warfighter Communications and Cyber Systems Requirements Analyst responsible for integrating Headquarters Air Force (HAF) A6 equities into the Air Force requirements development and capability integration process. The incumbent provides authoritative analysis of emerging operational capability needs across the Air Force and Joint Force, ensuring cyberspace, communications, digital infrastructure, and information environment requirements are accurately represented, validated, and prioritized within Air Force and Department of War (DoW) capability development activities.
U.S. Citizenship (Required)
This is a designated Drug Testing Position
Must be able to obtain and maintain a "Top Secret" security clearance with access to Sensitive Compartmented Information (SCI)
A non-disclosure agreement must be signed.
Key Areas of Knowledge & Ability Required:
Methods & Analysis: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Warfighter Communications and Cyber Systems strategy and other programs to inform the capabilities development and requirements process.
Financial & PPBE Processes: Understand how these processes inform the development of the Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans, as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.
Strategic Milestones: Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Organizational Synergy: Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which requirements and capabilities development support them and inform PPBE.
Portfolio Expertise: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Headquarters level requirements and capabilities development oversight posturing the Air Force Warfighter Communications and Cyber Systems portfolio to enable and conduct major operations such as: Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; Military Satellite Communications (MILSATCOM); Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, acquisition, special operations, or similar operations.
Communication Skills: Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
