Job description

Summary
Plans, manages, and coordinates enterprise database management and data platform operations requiring multidisciplinary collaboration and broad program scope. Provides strategic and operational leadership for enterprise database environments, cloud-based data platforms, business intelligence infrastructure, and data integration technologies. Ensures the security, availability, integrity, performance, and sustainability of enterprise data infrastructure that supports operational and strategic functions across the organization.
Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in computer science, information technology, information systems, data management, or a related field.
  • Five (5) years of experience in enterprise database management, enterprise data platform operations, data integration services, and/or data warehouse environments, or a related field, some of which shall have been in a supervisory or leadership role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of enterprise database management, data governance, and data platform administration principles, practices, and technologies.
  • Knowledge of cloud-based data platforms, analytics infrastructure, data integration technologies, and related enterprise systems.
  • Knowledge of information security, access governance, business continuity, disaster recovery, and risk management practices.
  • Knowledge of applicable local, state, and federal laws, regulations, and standards related to information technology and data management.
  • Skill in strategic planning, personnel management, budgeting, vendor management, and program administration.
  • Skill in directing enterprise technology operations and managing complex technical environments.
  • Proficiency in the use of technology and data compilation, analysis, and reporting.
  • Ability to develop and implement long-range plans and technology strategies.
  • Ability to evaluate technologies, assess organizational needs, and recommend effective solutions.
  • Ability to effectively lead teams in multiple projects.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to communicate complex technical concepts to technical and non-technical audiences.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with stakeholders, vendors, organizational leadership, and other internal and external partners.
  • Ability to manage multiple priorities, projects, and operational responsibilities simultaneously.

  • Master's degree in computer science, information technology, information systems, business administration, or a related field.
  • Experience within a large public-sector, educational, or governmental environment.
  • Experience leading cloud platform initiatives, technology modernization efforts, or enterprise infrastructure programs.
  • Applicable industry certifications related to database management, cloud technologies, information security, enterprise architecture, project management, or related disciplines.

Major Duties/Essential Functions
  1. Creates, designs, and oversees the broad activities of enterprise database management and data platform operations, including enterprise database environments, cloud-based data platforms, analytics infrastructure, data integration services, and related technologies that support organizational objectives and ensure the availability, security, and integrity of enterprise data assets.
  2. Develops and implements strategies, standards, technology roadmaps, lifecycle management plans, and modernization initiatives for enterprise database management, data platform operations, and infrastructure services.
  3. Leads the staff responsible for enterprise database administration, data platform operations, systems engineering, analytics infrastructure, and data integration services; ensures the security, availability, integrity, and performance of enterprise data platforms and services.
  4. Establishes and monitors standards for security, access governance, compliance, availability, performance, capacity management, backup and recovery, disaster recovery, and business continuity across enterprise data platforms.
  5. Oversees enterprise data movement and integration services to ensure the reliable, secure, and efficient exchange of information across organizational systems.
  6. Assists with the planning of short- and long-term objectives for enterprise database management and related technology initiatives.
  7. Plays a key role in developing strategies for achieving the goals contained within the FCPS Strategic Plan and is accountable for outcomes.
  8. Directs the development of long-range program plans, staffing profiles, resource management strategies, and related procedures to ensure program success.
  9. Oversees and participates in preparation of the operating budget for the department and office and establishes controls over expenditures by allocating and assigning resources, both physical and human.
  10. Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
  11. Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates.
  12. Presents information and recommendations to senior management team or School Board.
  13. Develops and maintains working relationships with school, county, and outside agency personnel.
  14. Facilitates meetings with community groups or employee associations.
  15. Negotiates and/or manages contracts, grants, partnership agreements and/or memoranda of understanding/agreements.
  16. Oversees the work of vendors or contractors.
  17. Evaluates emerging technologies, industry trends, and best practices and provides recommendations regarding enterprise data infrastructure investments, modernization efforts, and operational improvements.
  18. Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance related to enterprise database management, data platform operations, and enterprise data infrastructure.
  19. Performs related duties as required or assigned.
