Plays a critical role in supporting organizational performance, strategic planning, operational reporting, and data-driven decision-making. Develops and maintains dashboards, analyzes operational and performance data, prepares executive-level reports and presentations, supports strategic initiatives, and coordinates reporting processes that advance departmental and institutional priorities.
The successful candidate will combine strong technical and analytical capabilities with excellent communication, project coordination, and stakeholder engagement skills to help improve operational effectiveness, organizational resilience, and continuous improvement efforts across Emergency Management and related public safety functions.
As a member of the Emergency Management team, this position also supports Emergency Operations Center (EOC) activities during planned events, incidents, and emergencies.
Job Description
Primary Duties & Responsibilities:
Data Analytics & Performance Reporting
  • Develops, maintains, and enhances dashboards, reporting tools, and business intelligence solutions that provide accurate, timely, and actionable information for departmental leadership and stakeholders.
  • Tracks, analyzes, and reports on key performance indicators (KPIs), operational metrics, and organizational performance measures to support strategic goals and operational effectiveness.
  • Produces recurring and ad hoc reports, analyses, and presentations that support decision-making, operational planning, program evaluation, and leadership requests.
  • Analyzes operational, financial, and performance-related data to identify trends, risks, opportunities, and forecast insights that support organizational planning and continuous improvement.

Strategic Planning & Organizational Performance
  • Coordinates the tracking, reporting, and documentation of departmental strategic plans, initiatives, milestones, and performance outcomes.
  • Monitors and maintains corrective action tracking processes resulting from exercises, assessments, after-action reviews, and improvement initiatives, ensuring accountability and timely completion.
  • Maintains reporting and performance tracking related to training, certifications, professional development initiatives, and organizational readiness programs.

Executive Reporting & Project Coordination
  • Leads the development and coordination of departmental annual reports and other executive-level reports by collecting, analyzing, organizing, and presenting quantitative and qualitative information.
  • Creates professional reports, presentations, dashboards, data visualizations, and executive communications that effectively convey complex information to a variety of audiences.
  • Provides project coordination support for departmental initiatives, including project tracking, milestone monitoring, status reporting, documentation management, and risk identification.

Systems Administration & Emergency Management Support
  • Serves as the department's subject matter expert for reporting platforms and databases, providing user support, system maintenance, process improvements, and recommendations for enhanced reporting capabilities.
  • Serves as a member of the Incident Management Team and provide analytical, operational, and logistical support during Emergency Operations Center (EOC) activations, planned events, exercises, and emergency response activities.

Performs other duties as assigned.
