Company Overview
Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.
Position Overview
Pantheon Data is seeking a Senior Program Manger to lead new contract supporting the Department of Navy. This role has overall responsibility for program delivery, client interface, and customer relationship management.
In this role you will lead a team to solve one of the hardest problems in the DoW: modernizing legacy enterprise IT systems. The ideal candidate has experience as an engineer, solution designer, and implementation manager. You will work directly with the client at the GS15 to Two-Star level to thoroughly document their existing systems, then deploy Pantheon's software platform as the core of a new solution your team will design to bring the client into the cloud. This requires not only technology and leadership expertise, but client management and influence to ensure acceptance of the solution.
Reports directly to SVP Navy for Pantheon Data, manages a team of program managers running teams for: Systems Engineering and Design; Product Deployment; and Client cloud modernization.
Responsibilities
  • Lead overall program delivery, execution, and customer relationship management for a Department of Navy enterprise IT modernization program, ensuring successful delivery of technical, operational, financial, and contractual objectives.
  • Serve as the primary client interface to senior Navy stakeholders, building trusted relationships, driving stakeholder alignment, facilitating decision-making, and ensuring customer satisfaction throughout program execution.
  • Direct cross-functional teams responsible for systems engineering and design, product deployment, and cloud modernization efforts to modernize legacy enterprise IT environments and deploy Pantheon Data software solutions into secure cloud environments.
  • Oversee program execution across cost-type and fixed-price contracts, including staffing, financial oversight, delivery timelines, risk management, subcontractor coordination, and quality of deliverables to ensure successful program outcomes.
  • Partner with engineering, product, cybersecurity, and implementation teams to support solution design, software customization, business process reengineering, and deployment of COTS platforms within Department of Navy environments, including AWS GovCloud and ATO-aligned implementations.
  • Lead geographically dispersed program teams and travel to client and military installation sites, providing executive oversight, stakeholder engagement, and hands-on leadership to support implementation, modernization, and long-term program success.

Required Skills and Experience
  • Bachelor's degree in related field.
  • 15+ years of experience in program and project management for Navy clients. Ideally in enterprise IT programs modernizing systems and deploying new solutions.
  • Demonstrated cross functional team leadership experience mandatory.
  • Must have experience in systems engineering and solution design, software implementation, development, and deployment.
  • Must have experience solving hard problems for Navy or DoW customers
  • Ideally has experience with AWS GovCloud and understands the ATO process for cloud software.
  • Ideally has experience with modern AI tools, including agentic AI deployments for process modernization.
  • Must has experience managing customer relationships at the GS-15 and FOGO level.
  • Must have experience managing cost type and fixed price delivery contracts for DoW clients. Including staffing, financial reporting and delivery/deliverables management.
  • Must have experience deploying COTs software solutions to DoW cloud environments, including customization and business process re-engineering to align software capabilities with client business processes.
  • Must have experience managing geographically dispersed, remote work, teams.
  • Ideally has experience working with retired Flag level consultants and advisors.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Clearance Requirements

Work Location: Work location is on-site with the client in Arlington, Virginia and Washington, DC, with 25% travel to other military installations.

Compensation
The salary range for this position is up to $250,000/year. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
