Company Overview

Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.

Position Overview

Pantheon Data is seeking a Program Manager to provide strategic leadership and oversight in support of U.S. Coast Guard Headquarters Directorates, delivering high-quality civil engineering and program management services aligned with federal standards and mission objectives. This role will guide cross-functional teams, drive key initiatives, and ensure effective coordination across stakeholders while supporting evolving policies and operational priorities. The ideal candidate brings extensive experience in federal environments, strong leadership and communication skills, and the ability to navigate complex, multi-agency settings while maintaining a focus on performance, collaboration, and mission success.

Responsibilities

  • Manage multiple task orders and teams performing under a single Blanket Purchase Agreement (BPA).
  • Provide leadership support for priority initiatives including senior leadership briefings, leadership councils, Congressional requests, ad hoc data calls, and various programmatic needs.
  • Support the lifecycle of policy promulgation to include developing draft policy and necessary updates as the program evolves and business processes modernize.
  • Responsible for the overall performance of the BPA contract, including cost, schedule, deliverables, staffing, and quality of execution.

Required Skills and Experience

  • Master of Arts or Master of Science in Management, Engineering, or Business/Financial related field.
  • An active PMP certification.
  • At least 15 years of experience working within the Department of Homeland Security (DHS) or Department of Defense (DoD), with a minimum of 10 years specifically focused on Federal Real Property management, including responsibilities such as property acquisition, asset optimization, space planning, portfolio management, and ensuring compliance with federal regulations and policies.
  • Minimum of 10 years of experience leading and directing complex engagements or projects within DHS or DoD.
  • These engagements involve managing high-stakes, largescale initiatives that require coordination across multiple teams, agencies, or contractors, and often include navigating diverse stakeholder interests, aligning with strategic goals, and ensuring timely execution.
  • Complex projects may include infrastructure development, policy implementation, risk management, resource allocation, and ensuring that the programs are delivered within scope, budget, and regulatory requirements.
  • This leadership experience is distinct from, and may overlap with, the Federal Real Property experience, but is primarily focused on driving programmatic success and organizational change.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Work Location: Onsite at USCG HQ in Washington, D.C.

Compensation

The salary range for this position is $100,000 - $180,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
