About Everblue
Everblue helps government agencies and nonprofits run better through software, program management, and workforce training. Our work powers the Weatherization Assistance Program, IRA Home Energy Rebates, and dozens of other programs that make a real difference in real people's lives. We're a small, mission-driven team that's low-ego, hardworking, and obsessed with getting it done and done right.
The Role
We're hiring a Program Manager to own delivery of state IRA Home Energy Rebate programs, from launch through closeout. You'll report to the Director of Program Implementation and become the person who makes a complex, federally funded program run smoothly.
This is not a hand-off role. You keep programs compliant, on schedule, and on budget, and you stay accountable for outcomes across the full rebate lifecycle, not just your piece of it. You coordinate Everblue's software, data, and workforce teams alongside state energy offices, contractors, and residents so nothing falls through the cracks. Please note this in NOT an IT/Technology related position.
What You'll Own
  • Owning delivery end to end. Run assigned state IRA Home Energy Rebate programs (Home Efficiency Rebates and Home Electrification and Appliance Rebates) from launch planning through closeout, including enrollment, eligibility verification, application review, contractor work, QA/QC, savings validation, invoicing, payment, and reporting.
  • Keeping programs on track. Build and maintain work plans, milestones, budgets, and risk registers. Configure Everblue's rebate management platform to each state's eligibility rules, dashboards, and reporting requirements.
  • Staying compliant. Hold your programs to DOE Home Energy Rebates requirements, federal grant rules (2 CFR 200), and state-specific policy, with no material findings.
  • Managing the contractor network. Oversee contractor onboarding, eligibility, and compliance monitoring. Maintain the approved contractor list and act quickly when something's off.
  • Coordinating across teams. Be the connective tissue between Everblue's software, data, and workforce teams and external stakeholders, state energy offices, contractors, retailers, and residents. Own program documentation, SOPs, and change controls, and lead status meetings and QBRs.
  • Reporting and improving. Track KPIs, budget utilization, and throughput. Produce the dashboards and narrative reports that support state and federal reporting, and drive the process improvements that keep the next cycle smoother than the last.
What We're Looking For
  • 5+ years of program or project management experience, ideally in energy efficiency, weatherization, utility rebate, or government / federally funded programs.
  • A track record of managing budgets, timelines, and multiple stakeholders on complex programs.
  • Strong data literacy. You're comfortable building dashboards, interpreting reports, and reconciling program data yourself.
  • Familiarity with federal grant compliance and reporting (2 CFR 200) and/or DOE/EPA-funded initiatives.
  • Excellent written and verbal communication with real client-facing polish.
  • A bias to deliver on the intent behind every task, not just the letter of it. When you're handed a problem, you go figure it out. No excuses, no reminders needed. (If A Message to Garcia doesn't already mean something to you, give it a read.)
  • Self-directed and organized, with the discipline to thrive in a remote team. Occasional travel required.
  • A PMP or equivalent certification, direct experience with IRA Home Energy Rebates (HER/HEAR) or the Weatherization Assistance Program, and knowledge of categorical income eligibility or measured energy savings validation are all a plus, not a requirement.

  • Fully ramped on Everblue's rebate platform and the requirements of your assigned state program(s).
  • Work plan, budget, and risk register owned, with clear reporting cadences in place.
  • Trusted as the day-to-day delivery lead by internal teams and state client stakeholders alike.
  • Compliance and reporting deadlines met, with no material findings.
