JOB DESCRIPTION

POSITION: GRANTS DATA PROGRAM MANAGER
CLASSIFICATION CODE: EXEMPT FULL TIME
DEPARTMENT:PREVENTION SERVICES
REPORTS TO: ASSISTANT DIRECTOR OF PREVENTION SERVICES
STATEMENT OF JOB: The Grants Data Program Manager is a liaison between the agency and its investors. The Grants Data Program Manager is responsible for researching, preparing, submitting, and managing grant proposals/reports that support agency goals and meet funder guidelines and criteria. This person serves as the primary grant writer, manages funder relationships, engages in compliance reporting, and supports special project initiatives. This position requires strong writing, data analysis, program budgeting, project management skills, with an emphasis on outcome measurement. This position interacts with administrative staff to ensure grants and data collection comply, adhering to all Federal, State, Tribal laws and regulations, the specific requirements of
payor sources, and IHS 638 contracted service. This position provides primary accounting and record-keeping functions for grant monitoring, compliance, and financial reports of awarded grants through their final closing. Works directly with Assistant Director of Prevention Services and grant team and other designated personnel to ensure accurate status of current and upcoming grants.

DUTIES AND RESPONSIBILITIES:
1. Oversees all grants awarded.
2. Supervise grant/data coordinator, grant technician.
3. Lead grant proposal development and submission-preparing and organizing materials for proposals and submitting and monitoring grant applications.
4. Researching new funding and business development opportunities on a local, state, and federal level.
5. Maintaining and building relationships with funders and other strategic partners on a local, state, and national level;
6. Drafting proposals, grant application narratives, and budgets and collaborate to finalize with program staff, finance, and the Assistant Director;
7. Submitting grant applications via paper or online portals.
8. Meeting with funders and ABHS staff to explore funding opportunities and fulfill site visit requirements
9. Maintaining master calendar of grants and prospects and all associated files and correspondence.
10. Maintaining library of grant support documents including resumes, bios, IRS forms, Board/staff diversity lists, etc.
11. May be required to assist in other clerical accounting functions as it relates to grant data entry
12. Work with Directors and Program Managers to develop a comprehensive budget that documents
assumptions
13. Provide financial statement analysis on a minimum of a quarterly basis to include flagging areas where income is below, or expenses are above projected levels for interim periods and annual budget.
14. Maintain grant compliance and reporting, including outcome measurement and grant budgets-taking responsibility for meeting high standards of effectiveness, timeliness, and completeness.
15. Monitoring and maintaining funder and investor reporting schedules and requirements.
16. Tracking progress toward organizational and programmatic outcomes and goals.
17. Requesting reimbursements and drawdowns as needed.
18. Drafting compelling progress reports and targeted program updates to funders that fully capture
programmatic success.
19. Assembling all necessary supporting materials and documents including budget reports, quarterly reports, close out documents, outcome measurements, success stories, etc.; submit reports to funders and investors.
20. Researching statistics, trends and data for grant proposals and community advocacy.
21. Performing research and data-gathering-both from external sources and ABHS program data;
22. Assist in the development of data collection tools for programs.
23. Assisting in development of presentations for various stakeholders.
24. Participates in departmental orientation, on the job training and quality assurance programs/initiatives.
25. Provides positive role model to staff, clients and community partners through leadership, self-discipline, integrity and genuine care for recovery and growth.
26. Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
27. Participation in all required ABHS training.
28. Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.
29. Other duties as assigned.

MINIMUM QUALIFICATIONS
1. Knowledge of general accounting principles
2. Bachelor's degree (or 3-7 years of work experience with nonprofit administration, grant writing, or grants management);
3. Demonstrated analytical and persuasive writing skills experience as well as superior editing skills,
including ability to convey complex information in a clear manner to a diverse audience;
4. Strong administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision in effective and efficient manner;
5. Intermediate to expert skills in Microsoft Office (specifically Word, Excel and PowerPoint).
6. Knowledge of data collection and analysis techniques in health/human services.
7. Experience with data entry, data analysis, and creating data-based reporting.
8. Excellent written and oral communication skills.
9. Ability to work under pressure and respond to deadlines without sacrificing quality
10. Strong interpersonal skills with an ability to work effectively with a wide range of people, teams,
managers, supervisors, and vendors.
11. Must have knowledge and experience in adhering to Federal, State and Tribal laws and regulations pertaining to HIPAA, confidentiality, fraud and abuse, corporate compliance, and all other pertinent laws, regulations, and requirements.
12. Knowledge of the Arizona Behavioral Health System, and Federal and State regulatory agencies.
13. Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
14. Valid Arizona Driver's License and reliable transportation.
15. Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and
