Description

Primary Purpose: The Data Analyst role is responsible for data management and analysis for MaineHousing and its programs. The position will collect, analyze, and present data relevant to understanding housing needs, conditions, and trends in Maine, as well as the impact of MaineHousing programs. This position is responsible for internal and external requests for data, dashboard development and maintenance, compiling housing statistics, and assisting with program software adoption, program evaluation, and other research activities.

Core Functions:

Data Stewardship.

o Promote interdepartmental data literacy and appreciation by providing expertise and leadership to the Data Stewardship Team.ย 

o Develop and improve systems for the collection and maintenance of data from all MaineHousing programs and activities.

o Support the development and ongoing improvement of comprehensive data governance procedures to support the quality, integrity, and security of all MaineHousing data.

o Develop and maintain a database of publicly available data (e.g. HUD, Census, Maine Revenue Service) and subscription data (e.g. MLS and Claritas data) to support MaineHousing's strategic interests.

o Facilitate interdepartmental integration of data, where possible.


Data Analysis

o Assist in the design and creation of new data methods and tools to track and assess affordable housing needs by region and target population.

o Provide basic technical assistance and analytical expertise to departments for data analysis, program monitoring, and performance measurement.

o Support department directors' efforts to identify cost effective and reliable methods for measuring client satisfaction, needs, and trends for their programs and products.

o Develop a working knowledge of programs and priorities to proactively develop, maintain, and interpret data that will advance MaineHousing's strategic interests.

o Flag significant changes in indicators and indices and assist in investigating the cause of such anomalous variation.


Data Coordination and Communication

o Work with department directors and the director's team to create at-a-glance views of key performance indicators relevant to individual programs or agency objectives.

o Manage regular updates to all data dashboards, indices, and maps.

o Develop and maintain process guides for collecting, updating, managing, and using data for all of PnR's ongoing internal and external uses.

o Respond to requests for programmatic and other housing data from state agencies, researchers, municipalities, and the public; provide context and interpretation, as appropriate.

o Collect and curate data needed for grant applications and MaineHousing reports.

o Support departmental process improvement initiatives with data expertise and insights.

o Work with the PnR Coordinator to analyze survey data collected in support of department and agency initiatives.

Requirements

Education and Experience: Education, experience, and training, in any combination, relating to data science, statistics, economics, or a related field.

Skills and Knowledge:

Required

Information gathering and analytical problem solving.

Ability to organize and interpret complex data from multiple sources.

Ability to present data using online tools such as Tableau and mapping applications.

Strong PC skills using various software (spreadsheet, word processing, database).

Ability to manage a fast-paced environment with shifting priorities across a range of work products with limited supervision.

Organizational skills and ability to prioritize and manage multiple and varied tasks.

Demonstrated skills in self-direction, attention to detail, and troubleshooting.

Ability to establish and maintain good working relationships with internal and external business partners.


Preferred

Demonstrated programming ability in SQL, R, or similar packages.

Experience with GIS software (ArcGIS or similar).


Working Conditions: ย Fast paced environment with multiple priorities, interruptions & deadlines. A hybrid schedule may be considered, if appropriate, after 6 months employment.

The salary range for this position is $62,932 - $94,399. ย All new employees will start at $62,932, unless otherwise agreed to by MaineHousing. ย MaineHousing also offers a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.ย
