12 months Contract with possibility to extension

Works with agency partners and translates business needs, define data sources and build high quality data products that effectively communicate insights and analysis based on public and institutional information.

Define, analyze, and interpret data sets to develop data driven tools that effectively communicate insights about INDOT programs. Using approved analytical tools, create and maintain high quality data products.

Purpose of Position/Summary:

The Data Scientist position will work with stakeholders to provide creative data driven insights that address a variety of business issues.

Essential Duties/Responsibilities:

•Descriptive Reporting (40-60%)

o Designs, develops, and implements the high quality and effective visualization and reporting solutions for the organization

o Utilizes visualization best practices to convey information in a concise and consumable manner

•Logical Analysis (10-20%)

o Mines and analyzes data from various sources to supply reliable insights about agency programs.

o Identifies trends, problems, and potential solutions through data analysis and data communication products.

o Assesses the effectiveness and accuracy of new data sources and data gathering techniques

•Data Modeling (5-15%)

o Translates business needs into technical formats required to describe data models and support data architecting process by serving as a conduit between business users and the enterprise data warehouse.

o Develops processes and tools to analyze data for accuracy and monitor their models for performance

•Statistical Analysis (5-10%)

o Interprets results from multiple sources using a variety of statistical techniques; builds tools that empower users with resources such regression analysis.

o Creates predictive analysis models and means of delivering results to uses

•General (10-20%)

o Works with stakeholders throughout the agency to leveraging data to drive business solutions

o Coordinates with different functional teams to monitor outcomes and ensure adherence to project plans

o Performs related duties as assigned

•Code Dev (5-10%)

o Uses computer languages (R, Python, SQL, etc.) to manipulate and draw insights from large data sets.

Job Requirements:

  • Minimally, candidates will have a bachelor’s degree in statistics, math, computer science, informatics or economics. Advanced degrees or certification in these subject areas preferred.
  • Broad knowledge of statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.) and experience with applications
  • Knowledge of a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages and drawbacks
  • Knowledge using statistical computer languages (R, Python, SLQ, etc.) to manipulate and draw insights from large data sets is a plus.
  • Strong problem-solving skills with an emphasis on data driven solutions
  • Excellent written and verbal communication skills for coordinating across teams
  • Experience working in an Agile development environment is a plus
  • Ability to analyze policies and procedures and be able to recommend improvements
  • Excellent oral and written communication skills
  • Ability to work independently, anticipate problems and initiate corrective actions
  • Ability to effectively prioritize task between a variety of projects and functions
  • Ability to effectively document process and findings
  • Ability to establish and maintain effective working relationships

Difficulty of Work:

Work is broad in scope involving complex program elements, which require critical and analytical abilities. Employee receives a general outline of work and is expected to develop own methods within established policies. Work is diversified and involves multiple unrelated steps. Analytical thought is required to deal with complex data and situations. Employee exercises independent judgment in formulating solutions, and in interpreting user needs and business objectives.

Responsibility:

Employee is responsible for identifying, analyzing, and interpreting large data sets to be used in supplying solutions to issues and developing reports and data products.

Internal contacts such as agency heads, directors and managers for the purpose of planning, managing tasks, gathering information, problem solving, influencing stakeholder engagement, motivating, presentation, and implementation of solutions.
