Field Operations Manager - Home Weatherization Program
Location: New Jersey Remote - Candidates must be in or willing to relocate to New Jersey to be considered.

The Field Operations Manager for Home Weatherization will play an important leadership role within the program team, partnering closely with the Senior Program Manager to oversee the successful execution of retrofit projects and field operations. This position serves as the operational lead for all field activities, ensuring projects are delivered safely, efficiently, and in compliance with program requirements while supporting a positive customer experience for income-qualified households.

The Field Operations Manager is primarily responsible for coordinating and managing contractors directly engaged by ICF, while also providing oversight of field auditors performing field assessments. The role ensures audits and energy efficiency retrofit projects are scheduled, completed, and monitored in accordance with production goals, quality standards, and regulatory requirements. Acting as the primary liaison among contractors, auditors, field staff, program leadership, and other stakeholders, the Field Operations Manager proactively resolves operational challenges, removes barriers to project completion, and maintains effective communication throughout project delivery.

From project initiation through post-installation quality assurance, the Field Operations Manager oversees field operations, contractor performance, auditor activities, production pipelines, and customer commitments. The role monitors key performance metrics, supports quality assurance efforts, identifies process improvements, and ensures compliance with residential energy-efficiency standards and best practices, including weatherization measures, HVAC upgrades, insulation, air sealing, and other building performance improvements.

Success in this position requires strong operational leadership, contractor management, personnel supervision, project coordination, and technical expertise in residential energy efficiency. By fostering accountability, continuous improvement, and collaboration across field teams and contractors, the Field Operations Manager helps achieve production and quality objectives while ensuring the successful delivery of retrofit projects and meaningful outcomes for customers, communities, and the overall success of the Retrofit Engagement Initiative.

What you will be doing:

  • Manage day-to-day Home Weatherization field operations, including contractor coordination, field staff oversight, project execution, and production target achievement.
  • Oversee contractor performance, project schedules, service interruptions, and production pipelines to ensure timely project completion and customer satisfaction.
  • Serve as the primary liaison for contractors, field teams, and stakeholders, resolving operational issues, escalations, and customer concerns.
  • Monitor contractor quality, productivity, compliance, and customer satisfaction metrics; develop and implement corrective action plans as needed.
  • Conduct field visits, audits, and performance reviews to ensure compliance with program requirements, BPI standards, safety protocols, and installation quality expectations.
  • Partner with QA/QC teams to address quality findings, improve contractor performance, and drive continuous improvement initiatives.
  • Analyze production, backlog, and performance data to identify risks, forecast capacity needs, and develop recovery plans that support program goals.
  • Develop and maintain operational reports, dashboards, and performance metrics to support stakeholder communication and data-driven decision-making.
  • Identify operational inefficiencies and implement process improvements that enhance service delivery, turnaround times, quality, and overall program performance.
  • Collaborate with program leadership and cross-functional teams to support workload planning, resource allocation, customer participation efforts, and the implementation of new processes and technologies.
  • Ensure accurate documentation of project activities, customer interactions, and contractor actions within program tracking systems.
  • Promote operational excellence by establishing accountability, monitoring KPIs, and driving improvements across production, quality, compliance, safety, and customer experience.
  • Travel Requirements: Must have reliable vehicle for up to 60% local travel for site visits, conferences, contractor meetings/trainings and events. Mileage Reimbursement is included.


What we need you to have (minimum qualifications):

  • Bachelor's degree (one year of experience can be substituted for one year of education)
  • 3+ years of experience in energy efficiency retrofit project management with knowledge and understanding of weatherization measures, energy audits, and health & safety protocols and/or related experience
  • BPI Professional Certification (Energy Auditor, BA-P, QCI)
  • Must be able to pass a background check, have a valid driver's license, and successfully pass a Motor Vehicle Records (MVR) check and drug screening

What we would like you to have (preferred qualifications):

  • BPI Heating Professional Certification
  • Able to lift boxes no heavier than 50 pounds, climbing stairs and ladders, driving, walking, standing, installing light bulbs and equipment, above head arm movements
  • Experience working with income-qualified programs or utility-sponsored initiatives
  • Bilingual (English/Spanish) preferred
