Job description

Job Summary

The Data Modeler will support the Veterans Health Administration (VHA) Integrated Veteran Care (IVC) Veteran Family Member Programs (VFMP) Modernization Portfolio by designing, developing, documenting, and maintaining enterprise data models, data architecture, and integration solutions supporting modernization, automation, reporting, and Electronic Data Interchange (EDI) initiatives.

This role will support modernization efforts focused on claims processing, eligibility, appeals, intake automation, business rule management, reporting, data migration, and system integration. The Data Modeler will work closely with project managers, business analysts, developers, architects, and government stakeholders to ensure scalable, secure, and efficient data solutions aligned with VFMP operational objectives.

The position supports enterprise modernization initiatives that improve operational efficiency, automate workflows, enhance reporting capabilities, and improve the Veteran and beneficiary experience.

Primary Responsibilities

Data Modeling & Architecture

  • Design conceptual, logical, and physical data models supporting VFMP modernization initiatives.
  • Develop and maintain enterprise data architecture diagrams and system context diagrams.
  • Create and document data dictionaries, metadata standards, and data lineage documentation.
  • Analyze existing legacy systems and support migration to modernized systems of record.
  • Support integrated data layer initiatives for reporting and business rule decisioning.

Data Integration & Migration

  • Support migration of provider, claims, eligibility, and operational data from legacy platforms into modernized environments.
  • Assist with integration between systems including:
    • Eligibility systems
    • Claims platforms
    • EDI platforms
    • Centralized data repositories
    • Workflow and automation systems
  • Develop data mapping specifications and transformation logic.
  • Coordinate with developers and analysts to ensure successful implementation of migration activities.

Reporting & Analytics Support

  • Support development of dashboards, reporting models, and visualization solutions.
  • Collaborate with business stakeholders to define reporting requirements and KPIs.
  • Ensure data structures support operational analytics and performance monitoring.
  • Assist in development of business rules supporting automation and inventory management.

Technical Documentation

  • Produce and maintain:
    • Data models
    • Data flow diagrams
    • Context diagrams
    • Technical specifications
    • System architecture documentation
    • Migration documentation
  • Support creation of Business Requirements Documents (BRDs) and technical requirements documentation.

Testing & Quality Assurance

  • Support User Acceptance Testing (UAT) and end-to-end testing activities.
  • Validate data integrity and migration accuracy.
  • Identify and resolve data quality issues.
  • Participate in defect tracking and issue resolution.
Minimum Qualifications
  • Minimum of 4 years of experience in data modeling, database design, or data architecture.
  • Bachelors Degree in Computer Science, Information Systems, Data Science, Engineering, Mathematics, Healthcare Informatics or related field. 
  • Experience designing logical and physical data models.
  • Experience supporting large-scale enterprise modernization or systems integration initiatives.
  • Experience with relational database management systems (RDBMS).
  • Experience with data migration and data integration projects.
  • Experience creating technical documentation and architecture diagrams.
Desired Qualifications
  • Experience supporting Federal healthcare programs.
  • Previous experience within the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
  • Experience supporting healthcare claims, eligibility, or EDI environments.
  • Experience supporting modernization or automation initiatives.
  • Familiarity with X12 and/or NCPDP transaction standards.
