The scope of the proposed services will include the following:
  • Develop understanding of the business environment and use that understanding to make informed decisions and drive results.
  • Define program goals and objectives for LADOTD modernization.
  • Develop project plans and schedules, including resource allocation, timelines, and budgets.
  • Lead cross-functional teams to deliver programs and projects on time and within budget.
  • Manage risks and communicate project status.
  • Ensure compliance with LADOTD and State standards.
  • Provide day-to-day support for ongoing processes.
  • Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agencys workload demands.
  • Manage risks and issues, and implement mitigation strategies as needed.
  • Communicate project status and progress to stakeholders, including senior management.
  • Collaborate with stakeholders and teams to ensure program and project goals are met.
  • Ensure compliance with program management processes and standards.
  • Provide ongoing evaluation and improvements for program management processes and practices.
  • Provide day-to-day support for ongoing processes.

Expertise and/or relevant experience in the following areas are mandatory:
  • Ten (10) plus years of experience in
    • Program or project management, preferably application development
    • IT strategy, infrastructure design, and operational support for multi-site organizations
    • Business continuity planning and application migration
    • Application and process modernization
  • Strong understanding of data management principles and practices.
  • Excellent communication skills, both written and verbal, with experience presenting to senior management and stakeholders.
  • Proven ability to lead cross-functional teams and manage multiple projects simultaneously.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Experience with Agile development methodologies
Expertise and/or relevant experience in the following areas are desirable:
  • Experience with change management and process improvement methodologies.
  • Familiarity with cloud platforms and data management technologies
