About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Learn more about Louisiana Department of Health This position may be filled in the following parish(es): East Baton Rouge Parish Turn data into meaningful change as a Program Manager 1A (Data Analyst). Support the transition and diversion efforts of persons from institutional services to community-based care, specifically the My Place and My Choice Louisiana Programs.

This is a program manager level position requiring the incumbent to play a key role in leading the data collection and analysis efforts to meet the growing reporting requirements for these programs. Responsibilities include extracting data, writing queries, developing programming logic, running reports, manipulating data, building dashboards, and analyzing results relative to the operations of these programs. The incumbent will work directly with My Choice and My Place Louisiana program managers to develop quality and performance measures, management reports, semi-annual reporting to federal partners, and ad hoc requests from executive management.

The incumbent should demonstrate the following skillset: Excellent communication skills, both written and verbal Excellent organizational skills and attention to detail Writing complex computer code experience Experience with data management\analytics tools (R, Python, SQL, SAS, Tableau, Power BI, etc.) Preferably, experience programming SQL queries Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field

Job Duties and Other Information Job Duties: Develop and manage reporting systems for the My Choice Louisiana and My Place Louisiana programs, ensuring accurate collection, analysis, and reporting of program data.

Extract, analyze, and interpret data to produce quality metrics, performance measures, management reports, dashboards, and required state and federal reports. Collaborate with program managers, the Office of Behavioral Health, the Office of Technology Services, and external partners to ensure data systems support program goals and reporting requirements. Monitor data quality, track program outcomes, and recommend system enhancements and process improvements based on data analysis, legislative changes, and policy updates.

Prepare and respond to ad hoc data requests, research assignments, and executive-level reporting needs to support organizational decision-making. Provide technical expertise by developing queries, manipulating complex datasets, and translating analytical findings into actionable recommendations for leadership. Support compliance with state, federal, and grant reporting requirements by maintaining accurate data, preparing required documentation, and responding to internal and external inquiries related to program operations.
