Job description

Position Description The Office of Economic Development (OED) works to shape a future where Seattle's economy is more equitable, prosperous, and competitive. We lead initiatives and make strategic investments that expand access to opportunity, reduce the racial wealth gap, and foster innovation and sustainable growth. As the Data Governance Lead, you will develop and oversee OED's data governance strategy, ensuring alignment with citywide standards for security, privacy, and interoperability.

In this role, you will lead cross-departmental collaboration to improve data quality, evaluate and manage key software tools, and promote data literacy through training, onboarding, and ongoing staff support. As OED's primary authority on economic and labor market data, you will conduct research, develop high-level policy recommendations, and represent the department in partnerships across City government and community organizations. You will also use platforms such as Tableau, Power BI, and ArcGIS to translate complex information into clear, actionable insights that support equitable economic development.

This is your opportunity to lead the data governance function for a high-impact City department whose work directly shapes Seattle's economic future - combining data expertise, cross-city collaboration, and real policy impact. Top Priorities Lead the OED Data Governance Task Force to improve data quality, reduce duplication, and establish consistent practices across the department. Serve as the department's primary liaison to Seattle IT and the citywide Data Governance Group, ensuring OED tools meet City standards and maintaining a big-picture view of the department's software ecosystem.

Oversee the rollout and adoption of key data tools, including leading the implementation of a new CRM system and supporting staff through training and onboarding. Upcoming Major Projects Lead the planning, coordination, and implementation of OED's new CRM system, partnering with Seattle IT and supporting staff in training and adoption. Create and manage the Data Governance Task Force to strengthen department-wide data consistency and practices.

Review and streamline OED's software tools to ensure alignment with City requirements, eliminate duplication, and support efficient and effective use. Job Responsibilities Your effectiveness in this role will depend on your ability to: Lead and collaborate effectively Lead cross-functional teams and guide complex, multi-phase projects using strong project management and communication skills. Serve as a liaison between OED teams, Seattle IT, and citywide data governance bodies, navigating ambiguity and working without formal authority.

Communicate with clarity and tact, cultivate trusted partnerships, and demonstrate strong interpersonal skills. Work effectively with colleagues and partners across a wide range of lived experiences, identities, and cultural backgrounds. Model equity-centered data stewardship Center your work in racial equity and social justice and apply equity principles to data design, analysis, and use.

Recognize how systemic racism and historic disinvestment have impacted Black, Indigenous, and other communities of color and incorporate this understanding into your data and policy work. Model values of equity, transparency, collaboration, and responsible data use, fostering a culture of learning and empowerment. Advance data governance and responsible data practices Exercise strong judgment in data collection and use, ensuring mindful, intentional, and compliant data practices aligned with citywide standards.

Conduct high-level economic and policy analysis Apply advanced knowledge of business, labor market, and economic development analysis, including economic theory, statistical methods, and econometrics. Evaluate and interpret data from multiple sources and translate complex findings into clear, actionable policy recommendations. Explain national, regional, and local economic dynamics and their implications for City policy and economic development strategies.

Communicate complex information effectively Prepare clear, compelling presentations and data storytelling for elected officials and City executives, many of whom may not have technical backgrounds. Operate effectively in a dynamic government environment Adapt to shifting priorities and meet deadlines in a fast-paced, team-oriented, politically complex environment. You will be prepared for this role if you have the following knowledge and skills: Data governance, IT systems, and technical tools Strong skills in data management, governance, compliance, and data interpretation.

Experience coordinating data collection efforts and implementing best practices aligned with citywide standards. Experience with CRM systems and tools such as Airtable, Salesforce, SharePoint, Tableau, ArcGIS, and Power BI. Familiarity with software evaluation, IT system planning, procurement processes, and managing complex tool rollouts.

Data analysis and visualization Experience with data visualization and analytics tools such as Power BI, Tableau, ArcGIS, or similar software. High attention to detail and the ability to evaluate results from multiple analytical perspectives. Project and relationship management Strong project management abilities; PMP or CDMP certifications are helpful but not required.

A collaborative approach and strong relationship-building skills. Comfort interacting with a diverse array of elected officials, community partners, and cross-functional teams. Ability to work independently, including identifying and engaging external experts or resources when necessary.

Relevant professional backgrounds Backgrounds such as economics, data analysis, or business management can be valuable. Additional Information This full-time, benefited position is classified as a Strategic Advisor 2, Exempt-L17 in the City payroll system.

It is exempt from the Civil Service System and FLSA (not eligible for overtime payment). This role is covered by a collective bargaining agreement between the City of Seattle and PROTEC17- Strategic Advisor Unit. The full salary range for this classification is $56.57 - $84.88 per hour

The salary range for this role is $139,896 - $146,160 annually ($67 - $70/hour based on 2088 hours/year). Work Environment: This position offers the flexibility of a hybrid work schedule. Employees will be expected to work in-office a minimum of three (3) days a week, typically on Tuesdays, Wednesdays, and Thursdays.

Individual schedules will be determined between you and your supervisor and are subject to change based on operational needs.
