Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Data Governance Lead BA3 based in Netherlands.

This role offers the opportunity to lead the development and maturation of a large-scale healthcare data governance program.
You'll provide strategic direction across data governance, healthcare policy, privacy, clinical operations, analytics, and digital health.
The position will shape governance frameworks, policies, standards, decision rights, accountability models, and data stewardship practices.
You'll work across complex healthcare and public-sector environments, aligning diverse stakeholders around responsible and effective use of data.
The role requires strong executive presence and the ability to translate complex data and digital health priorities into actionable strategies.
You'll engage with clinical, technical, operational, government, and private-sector leaders to drive system-level transformation.
This is a high-impact opportunity for an experienced healthcare data governance leader comfortable operating at provincial or similarly complex scale.

Accountabilities
  • Lead the establishment, implementation, and ongoing maturity of a healthcare data governance program operating at provincial or comparable system-wide scale.
  • Develop and maintain comprehensive data governance frameworks, policies, standards, decision rights, accountability models, and data stewardship practices.
  • Provide strategic leadership across healthcare data governance, digital health, analytics, clinical operations, privacy, and health-system planning.
  • Establish effective governance structures that clarify ownership, accountability, decision-making authority, and responsibilities for data across the healthcare ecosystem.
  • Partner with government leaders, healthcare executives, clinical stakeholders, technical teams, operational groups, and external partners to align data governance priorities and initiatives.
  • Develop digital health strategies, policies, and roadmaps that support system-wide transformation and responsible use of healthcare data.
  • Collaborate with Privacy departments and senior privacy leaders on privacy policies and procedures, Privacy Impact Assessments, consent management, personal health information, and ethical data use.
  • Facilitate complex stakeholder discussions, resolve competing priorities, and build alignment across diverse organizations and disciplines.
  • Prepare executive-level reports, presentations, program materials, recommendations, and decision-support documentation for senior leadership.
  • Lead and support large-scale teams and initiatives, ensuring effective planning, execution, stakeholder engagement, and delivery of data governance objectives.
  • Promote consistent governance practices that improve data quality, accountability, accessibility, privacy, security, and appropriate use across the healthcare system.
Requirements
  • University degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology, or a comparable combination of education and relevant professional experience.
  • 10+ years of experience leading Canadian healthcare data governance strategy, planning, policy, and implementation at a provincial or territorial level, or within a jurisdiction of comparable size and complexity.
  • 10+ years of progressive leadership experience within government, particularly in health-system planning and provincial initiatives involving data and/or digital health.
  • Demonstrated ability to lead and influence initiatives operating at a provincial healthcare-system scale.
  • 10+ years of experience in the public healthcare sector, provincial government, provincial agencies, or acute-care environments leading data-related initiatives.
  • 10+ years of progressive public-sector healthcare leadership, including direct people management and leadership of large teams.
  • 8+ years of experience developing digital health strategies, policies, and roadmaps at provincial or territorial scale.
  • 10+ years of stakeholder management experience across clinical, business, technical, operational, public-sector, and private-sector environments.
  • 8+ years of experience engaging healthcare executives, clinical leaders, and senior stakeholders to drive complex, system-level transformation.
  • 5+ years of experience working with Privacy departments and Chief Privacy Officers on privacy policies, Privacy Impact Assessments, consent management, personal health information, and ethical and appropriate data use.
  • 8+ years of experience producing executive-level reports, presentations, program materials, and facilitating complex stakeholder discussions.
  • Exceptional strategic thinking, communication, relationship-building, facilitation, and executive stakeholder management skills.
  • Strong understanding of healthcare data governance, digital health, privacy, and public-sector operating environments.
  • Ability to navigate complex organizational structures, competing priorities, and high-impact decisions while maintaining a collaborative and outcomes-focused approach.
