REPORTS TO: Information Technology
PAY GRADE: A21
WORK SCHEDULE: 40 Hours a week
DISTINGUISHING JOB CHARACTERISTICS
The Data Analyst serves as the Court's subject matter expert in data analytics, reporting, and performance measurement. This position participates in all phases of data collection to include data entry, data management, data cleaning, data training, SQL queries, Data Visualization tools, reporting, statistical analysis, and program evaluation in support of the Court's grant renewals, public records' requests, operational, administrative, and strategic objectives.
The Data Analyst designs and develops complex SQL queries, dashboards, reports, and visualizations to transform raw data into meaningful information that supports informed decision-making. This position works extensively with the Juvenile Court's case management system and related databases to ensure accurate, timely, and actionable reporting.
The position collaborates with Court leadership, judges, magistrates, directors, managers, and staff to identify reporting needs, develop key performance indicators (KPIs), improve data quality, establish reporting standards, and communicate findings through clear visualizations and presentations.
The Data Analyst also provides technical assistance and training related to data entry standards, reporting procedures, and system enhancements to improve data integrity throughout the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Design, develop, maintain, and optimize complex SQL queries, stored procedures, views, and datasets using Oracle SQL and Microsoft SQL Server.
Develop automated reports, dashboards, and interactive data visualizations using Tableau, Microsoft Power BI, Telerik Reporting, .NET reporting tools, or other business intelligence platforms.
Create self-service reporting solutions that enable departments to independently access meaningful operational and statistical information.
Analyze operational, financial, and program data to identify trends, opportunities, risks, and performance improvement initiatives.
Develop, monitor, and maintain Court Key Performance Indicators (KPIs), outcome measures, workload statistics, and operational metrics.
Design research methodologies and analytical approaches to answer business questions, evaluate Court programs, and fulfill internal and external reporting requirements.
Perform statistical analyses using appropriate descriptive and inferential statistical techniques to support evidence-based decision making.
Transform complex datasets into meaningful narratives through effective data storytelling, written reports, dashboards, and presentations.
Present analytical findings to judges, executive leadership, directors, managers, committees, and external stakeholders in a clear and understandable manner.
Collaborate with Court departments to identify reporting requirements, document business processes, and recommend technology or workflow improvements.
Maintain documentation for reports, dashboards, SQL code, data definitions, business rules, and reporting processes.
Ensure the integrity, consistency, and accuracy of Court data by identifying anomalies, performing quality assurance reviews, and recommending corrective actions.
Train and educate staff on proper data entry standards, reporting procedures, and the importance of accurate data collection to improve overall data quality.
Provide technical assistance related to reporting, database structure, data definitions, and business intelligence solutions.
Support software implementations, system upgrades, database conversions, and application enhancements by performing testing, validation, and impact analysis.
Work extensively within the Juvenile Court's case management system and associated relational databases.
Research and recommend emerging technologies, reporting tools, and analytical methods to improve organizational reporting capabilities.
Perform other duties as assigned.
DATA COLLECTION
Possess strong interpersonal skills to inform and coordinate with individuals, teams and groups, internal and external, in reference to Juvenile Court data analysis and program evaluation. Possess the ability to interpret data and to present information effectively. Compile statistical re-occurring reports and relevant Court programs and data analysis.

CONFIDENTIAL DATA
Access to confidential juvenile records, personal identifying information, court records, case information, sealed records, financial information, and other non-public information daily.
USUAL PHYSICAL DEMANDS
Must be able to effectively communicate verbally and in writing with Judges, Court Administration, Magistrates, Directors, managers, staff, outside agencies, vendors, and the public. Regular computer usage and prolonged periods of sitting are required.
QUALIFICATIONS
Bachelor's Degree in Data Analytics, Computer Science, Information Systems, Statistics, Mathematics, Criminal Justice, Business Analytics, Public Administration, or a closely related field. Master's Degree preferred.
Three (3) to five (5) years of experience in data analytics, business intelligence, database reporting, statistical analysis, or a related field. Experience within a court, criminal justice, government, or public sector environment is preferred.
Equivalent combinations of education, training, certifications, and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrated proficiency writing complex SQL queries in Oracle SQL and/or Microsoft SQL Server.
Experience developing reports using Tableau, Microsoft Power BI, Telerik Reporting, SQL Server Reporting Services (SSRS), .NET reporting tools, or comparable business intelligence software.
Strong understanding of relational database design, data modeling, data validation, and data integrity principles.
Knowledge of statistical concepts, performance measurement, trend analysis, forecasting, and program evaluation.
Ability to transform complex analytical findings into meaningful reports, dashboards, visualizations, and executive presentations.
Excellent data storytelling, written communication, and presentation skills.
Strong analytical, critical thinking, and problem-solving abilities.
Experience in creating automated reporting processes and self-service reporting solutions.
Experience documenting business requirements, report specifications, and technical processes.
Highly proficient in Microsoft Excel, including advanced formulas, pivot tables, and data analysis functions.
Ability to prioritize multiple projects with minimal supervision.
Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
Strong interpersonal skills with the ability to collaborate effectively across departments and with technical and non-technical stakeholders.
Possession of a valid Ohio Driver's License with an acceptable driving record and proof of insurance.
Ability to document identity and employment eligibility within three (3) days of appointment in accordance with the Immigration Reform and Control Act.
