Job description

Under direction of the Information Technology Supervisor II, the IT Specialist I (ITSI) performs all aspects of project management for IT projects for small and medium size or complexity following Project Management Institute (PMI), California Department of Technology (CDT) and CDPH standards and industry best practices. The ITSI leverages project management practices and tools for various System Development Lifecycle (SDLC) methods (such as waterfall and agile) through the entire project management life cycle. Some activities include: Using standard tools, techniques and best practices when managing projects; Authorizing IT projects leveraging the California Project Approval Lifecycle (PAL) process; Managing IT contract acquisitions and resulting contract; Ensuring vendor management methods are followed and working closely with other project managers on various size and complexity projects while learning and applying new project management skills, tools, techniques and best practices.
The ITSI provides both verbal and written communication to promote clear communication, common understanding and appropriate information sharing. Collects information and develops quality reports for project teams, executives, stakeholders and state oversight agencies. Has extensive contact with colleagues at all levels within CDPH. In addition, the ITSI may have contact with Control Agencies, other States and the Federal Government. The ITSI must exercise sound judgment, effectively manage small and medium size or complexity projects, and produce timely, high-quality IT products in order to align with the ePMO mission to deliver successful technology solutions that advance the missions of CDPH public health business programs.
The ITS I will perform duties within the IT Project Management and Business Technology Management domains.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions
Telework Information:
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Travel may be required for this position.
