Join Our Team at DCFS: Business Analytics Specialist (Digital Services - Service Management) This position works within the Digital Services Section for the Louisiana Department of Children and Family Services (DCFS).

Digital Services is responsible for enterprise project management and technology oversight across the department. The incumbent must demonstrate the ability to lead large-scale initiatives, navigate complex stakeholder environments, and ensure compliance with all applicable state and federal laws governing DCFS operations. This posting may be used to fill multiple vacancies.

Minimum Qualifications Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties Tracks the allocation, utilization, and management of technology resources-including laptops, subscriptions, licenses, and software-for staff and vendors while maintaining accurate tracking databases, records, and supporting documentation to ensure data integrity and accountability. Audits resource data, asset inventories, access controls, service records, and operational activities to ensure compliance with agency policies, security requirements, and regulatory standards, identifying discrepancies and escalating risks, utilization concerns, or corrective action recommendations to management as appropriate.

Participates in daily stand-ups and coordinates with teams, contractors, vendors, and stakeholders to gather business requirements, support use case development, identify operational needs, and provide updates on service delivery progress, issues, and resolutions. Evaluates operational processes, workflows, and service delivery activities on a regular basis to identify inefficiencies, assess risks, and implement continuous quality improvement initiatives that enhance operational effectiveness and customer service. Confers with the Program Manager 3 regarding evaluations of program effectiveness, operational performance, and service outcomes and assists with implementing and monitoring recommended corrective actions to address identified deficiencies and support program objectives.

Performs special projects and other duties as assigned. Position-Specific Details: Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments.

Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee. Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday - Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for.
