The Systems Administrator plays a critical role in supporting and securing our organization's technology.
Primary Objectives
General
Collaboration with cross-functional teams will be essential in developing and enforcing policies and procedures that enhance overall system security. Contribute expertise to strategic planning, capacity management, and IT initiatives to support organizational goals; performing related work as apparent or assigned.
Systems
Responsible for managing and overseeing systems, applications and related security operations. Leads the design, implementation, and maintenance of systems to ensure security and reliability. Provide project leadership, ensuring that IT resources are maintained with integrity and efficiency. Additionally, monitor system performance, troubleshoot issues, and implement necessary upgrades and patches to safeguard against vulnerabilities.

PRIMARY DUTIES AND RESPONSIBILITIES
General
  1. Assists management with technology planning, evaluates new technology. Assists in acquisition and recommends system modifications for improvement.
  2. Pulls and terminates network cables, punches cables into patch panels, ensuring proper alignment and strong connections. Tests installations with cable testers to verify performance and troubleshoots connectivity issues using diagnostic tools.
  3. Implements and enforces security policies and procedures, manages access controls and conducts security audits.
  4. Maintains detailed documentation of systems, functions, dependencies and detailed software configurations. Responsible for documenting changes.
  5. Mentors team members to promote skill development and continuous improvement.
  6. Works closely with other departments to integrate IT solutions, supports new technology implementations, and ensures seamless connectivity across the organization.
  7. Conducts all work in accordance with applicable laws, regulations, policies, customer requirements, compliance requirements and best practices.
  8. Plans and executes upgrades, patches, and regular maintenance to ensure the systems and infrastructure is up-to-date and secure from potential vulnerabilities.
  9. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  10. Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.

Systems
  1. Administer, configure, and monitor the County's security systems, including firewalls, intrusion detection and response systems, virtual private networks, access controls, data security easures, and endpoint security solutions, to safeguard sensitive data and assets against both internal and external cyber threats.
  2. Design, configure, deploy, and manage systems and application solutions to ensure reliable operations for internal departments, external partners, and remote users.
  3. Continuously monitor the performance of systems and applications, identify and resolve any bottlenecks, security issues, or resource constraints to ensure optimal data flow and system efficiency.
  4. Diagnose and resolve software & application issues, outages and performance problems. Conduct root-cause analysis and implement the necessary fixes.
  5. Oversee identity management, user access and permissions. Ensure the proper configuration to regulate access to systems and applications.
  6. Administer issuance, renewal, and revocation of digital certificates to ensure secure and compliant management of encryption protocols and authentication processes.
  7. Install, program, maintain and troubleshoot on-premise and cloud systems to provide applications and services.
  8. Deliver hands-on technical support for system-related concerns, assisting in diagnosing and resolving issues related to systems, applications and software solutions.

  • Position requires a Bachelor's degree in Information Technology, Computer Science, or a closely related field and three (3) years of experience in enterprise system administration or network architecture, strategic planning, project management, or cybersecurity; OR an equivalent combination of education, training and experience.

Douglas County provides benefits to full-time employees. Benefits are prorated for part-time employees working 20-29 hours per week. Part-time employees working 19 hours or less, as well as on-call employees, are not eligible for benefits.

Douglas County contributes 36.75% of an eligible regular member and 50% of an eligible Police and Fire member's salary for retirement.

Compensation
Douglas County uses a Pay for Performance compensation system, where employees receive annual performance evaluations and may be eligible for merit-based salary increases. Qualified employees can earn up to a 3% merit increase on their anniversary date, and may also receive an annual Cost of Living Adjustment (COLA) during the first pay period of each fiscal year, based on the Consumer Price Index, up to a maximum of 5%. In addition, eligible employees who demonstrate exceptional, above-and-beyond performance may receive further compensation through the County's Recognition of Excellence Program.
