Main Purpose

This position manages the execution of cybersecurity projects across the Cyber Technology directorates within the Office of Security Management (OSM), reporting to the Senior Director of Cyber Technology. The position provides project management discipline that keeps initiatives on scope, on schedule, and coordinated across the engineering, platform, and edge defense teams that together deliver centralized cybersecurity services to more than 80 Maryland state agencies.

This position develops and maintains project plans, schedules, and milestones; establishes and manages work-tracking boards; and coordinates the efforts of state staff, contractors, and vendors so that deliverables are completed and dependencies are managed. It produces status reporting for leadership, tracks and escalates risks and issues, and supports procurement milestones and staff onboarding logistics so that project work proceeds without administrative delay.

The position is purely a coordination and project-management role and performs no technical delivery work: it does not design, build, configure, or operate security systems, write code or detection content, or make technical architecture decisions. Those responsibilities belong to the engineering and platform teams. This position enables their work by managing scope, schedule, stakeholders, and risk, supporting the delivery cadence called for in the State's IT Master Plan.

Position Duties

Project Planning and Scheduling -

• Develops and maintains project plans, schedules, milestones, and deliverable timelines for cybersecurity projects across the Cyber Technology directorates. Defines project scope with sponsors, sequences work, identifies dependencies, and establishes baselines against which progress is measured. Updates plans as work proceeds, manages scope changes through a defined change process, and keeps schedules realistic and current. Ensures each project has clear objectives, owners, and target dates, and that plans reflect the coordinated effort of the teams involved without directing their technical work.

Work Tracking and Team Coordination -

• Establishes and maintains work-tracking boards and coordinates the day-to-day execution of project tasks among state staff, contractors, and vendors. Facilitates planning and status meetings, ensures tasks are assigned and updated, and keeps work moving by resolving scheduling conflicts and clarifying priorities. Tracks deliverables and dependencies across teams and holds contributors accountable to committed dates. Coordinates handoffs between teams, ensuring that the right participants are engaged at the right time, while leaving all technical decisions to the responsible teams.

Status Reporting and Stakeholder Communication -

• Produces regular status reporting for the Senior Director of Cyber Technology and other leadership, summarizing progress, upcoming milestones, risks, and decisions needed. Maintains dashboards and reports that give stakeholders an accurate view of project health. Communicates schedule and scope changes clearly, prepares materials for project reviews, and ensures stakeholders across directorates share a common understanding of status. Translates team-level progress into concise, leadership-ready summaries and surfaces items requiring management attention promptly.

Risk and Issue Management

• Identifies, tracks, and escalates project risks and issues across the Cyber Technology portfolio. Maintains risk and issue logs, documents mitigation and contingency plans developed with the responsible teams, and monitors resolution progress. Escalates issues that threaten scope, schedule, or delivery to the Senior Director of Cyber Technology with the context needed for a decision. Coordinates cross-team responses to blockers and dependencies, ensuring that risks are visible and owned rather than allowed to derail project timelines.

Procurement and Onboarding Coordination

• Supports procurement milestones and staff and contractor onboarding logistics that keep projects moving. Tracks procurement timelines, coordinates the administrative steps and documentation required for purchases and contract deliverables, and aligns them with project schedules. Coordinates onboarding logistics for new staff and contractors, including access requests, equipment, and scheduling, so that resources are productive on time. Acts as the coordination point between project teams and administrative, procurement, and human-resources functions, without making procurement or personnel decisions.

Minimum Qualifications

Experience:

Eight years of experience managing or coordinating information technology projects, including developing project plans, schedules, and milestones and coordinating the work of technical staff, contractors, and vendors.

Notes:

1. Candidates may substitute a bachelor's degree in computer science, cybersecurity, information technology, software engineering, information systems, computer engineering, business administration or a related field from an accredited college or university for up to four years of the required experience.
2. Candidates may substitute up to two years of the required experience for a graduate-level degree in one of the fields listed above from an accredited college or university.

Preferred Qualifications:

• Experience managing cybersecurity or IT infrastructure projects spanning multiple technical teams
• Experience developing project plans, schedules, and milestones and tracking progress against delivery commitments
• Experience maintaining work-tracking boards and coordinating state staff, contractor, and vendor deliverables
• Experience producing status reports for leadership and communicating with stakeholders
• Experience managing project risks and issues, including timely escalation and remediation tracking
• Experience coordinating procurement milestones and resource onboarding activities
• Project Management Professional (PMP) or equivalent project management certification
