Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct
operations across all domains in peacetime, crisis and conflict, in order to support NATO's three core tasks, at the Joint Operational level, as
directed by SACEUR.

The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational effects and staff functions. It
assists and provides advices in the execution of assigned responsibilities and duties regarding all regionally and focused operational
activities.

The J2 Division provides intelligence in support of the planning; preparation; execution and assessment of NATO assigned operations. It
supervises the activities of the Joint Intelligence Collection Branch, Joint Intelligence Direction and Support Branch, and the Joint Intelligence
J2/3 Branch.

The Joint Intelligence Processing and Assessment Branch delivers comprehensive hybrid/conventional/integrated threat assessments, system
analysis and single joint operational topic reporting.

The Whole of State Intelligence Assessment Section maintains from an operational level perspective understanding of adversaries' nonmilitary
Political, Military, Economic, Social, Infrastructure and Information (PMESII) domains and for asymmetric/hybrid threats to include
cyber, terrorism, paramilitary forces and information confrontation.

The incumbent provides organised crime, paramilitary and terrorist groups or organisations Intel expertise and analysis to contribute to the
comprehensive picture of the engagement.

Principal Duties - The incumbent's duties are:
a.    Analyses information and intelligence pertaining to the "PMESII political domain" in order to contribute to the development of a comprehensive picture of the engagement space, and supports the Knowledge Development, the operational planning and decision making processes.
b.    Conducts all-source intelligence analysis to develop actionable knowledge and to support the System of Systems Analysis.
c.    Identifies actors, organisations, relationships, dependencies, and interactions within the political and Civilian C2 system in coordination with the other Whole-of-Government/PMESII domains analysts and with the support of the Joint Intelligence Collection Branch and the Joint Intelligence Direction & Support Branch.
d.    Creates and drafts intelligence summaries, intelligence reports, develops and contributes to briefings and reports/notes, provides political inputs to threat assessment.
e.    Maintains and updates encyclopaedic data on governance and political issues for areas of intelligence responsibilities for JF HQ Norfolk according to AD 65-11.
f.    Identifies additional educational opportunities and attend seminars, workshops and conferences within and outside NATO in order to increase knowledge network and current situational awareness.
g.    Conducts horizon scanning and maintain situational awareness on political and civilian C2 issues in support to RSM, NRF and regional focus. Contributes to operational Indications & Warnings (I&W).
h.    Conducts day-to-day cooperation, deconfliction and exchange of information with JFCNF POLAD Office.
i.    Coordinates, exchanges information on a regular basis with the J2 IKAP political analyst counterparts in JFCNP and JFCBS and with the NIFC Leadership Assessment Team.
j.    Provides analytical support to Target System Analysis/High Value Individual Assessment process in the HQ.
k.    Fulfils the position of political analyst during all phases of an operation and/or exercise (OLRT, ICE, FCE and JTF HQ). Act as reach back to the deployed JTF HQ if necessary.
l.    Acts as Alternative Analysis facilitator within the J2 division and provide guidance, expertise and knowledge on the application of AltA across the HQ.
m.    Coaches and mentors junior intelligence personnel on intelligence methodology and procedures and briefs new personnel on the intelligence situation.
n.    Provides the command with advice within the political and civilian C2 area of expertise and an objective, scientifically-based problemsolving capability.
o.    Undertakes, manages and supervises work of one or more project teams or cross-domain assessment teams, as directed or assigned; therefore, proposes agenda, timelines and deliverables to generate knowledge for complex problem sets within JFCNF Area on Interest.

Essential Qualifications / Experience:
    University Degree in political science, public administration, international relations, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
    Educational and practical background of the political domain derived from a university and working experience.
    Extensive work experience as an intelligence analyst in a national function or NATO.- Proven ability to work academically/methodically and to contribute a scientific perspective to Knowledge Development.
    Previous political analytical experience.
    Experience in providing political, policy and operational advice.
    Ability to synthesize data, develop recommendations, influence partners and report on status recommendations.

Desirable Qualifications:
    Familiarity with the SoSA and Knowledge Development.
    International experience. Examples of international experience include working for UN, NATO, EU, and international departments of
transnational firms.
    Experience covering joint staff functions at operational level.

Attributes/Competencies:
Personal Attributes: The incumbent must display logical thought and demonstrate independent judgement to develop and maintain
Commander JFCNF's Joint Military Functions Intelligence Assessment Section. They must be able to provide high-level advice and briefings
to senior officials. They must have strong communication skills, both oral and written. They must be methodical in their approach and must
be able to engage with multiple organisations and nations to deliver coordinated timely intelligence products. Problem analysis skills and
critical thinking underlie the incumbent's contribution to the development of effective Joint Military Functions Intelligence Assessment
strategies. May be required to perform duties outside normal working hours in support of mission essential requirements on short notice.
The incumbent must have experience working directly in the military intelligence or assessment.

Professional Contacts: The incumbent will have professional contacts with staff personnel of JFC HQ as well as higher and subordinate HQs
as well as to non-military organizations (IO, GO, NGO). He/she should be able to represent his/her Branch and to brief senior staff officers
and equivalent outside NATO. Will require access to civilian academia & institutions for networking, deepening knowledge base &, emerging
concepts.

Contribution To Objectives: PMESII Systems analysis represents the most important contribution to the Knowledge development process. It
is the prerequisite for the advice given to the HQ leadership and staff and directly impacts upon policy guidance issued within the HQ, to
subordinate commands and deployed formations. The incumbent's analysis and recommendations will influence the NATO operational level
planning and decision-making process.
