Job description

Commissioning Program Manager
Location: Houston, Tx
Employment Type: Full-Time
Travel: Approximately 30% - 50% as required to support project planning, commissioning readiness reviews, startup activities, client coordination, and turnover efforts.
Position Summary

The Commissioning Program Manager provides corporate-level oversight, planning, coordination, and governance of commissioning activities across multiple mission-critical data center construction projects.

This position serves as the liaison between Operations, Quality Control, project teams, equipment vendors, commissioning providers, and client representatives to ensure commissioning requirements are properly planned, coordinated, documented, and executed within Hays Electrical Services' contractual scope.

The CxPM is responsible for supporting successful execution of Level 2 and Level 3 commissioning activities, turnover readiness, startup planning, commissioning documentation management, and CxAlloy governance. This role also supports client-led Level 4 and Level 5 commissioning activities by ensuring Hays Electrical Services fulfills all contractual obligations, readiness milestones, and commissioning deliverables.

This position does not serve as the Owner's CxA, GC Cx Manager, or overall commissioning lead for the project. Responsibility is limited to planning, coordination, readiness, documentation, and execution support of commissioning activities within Hays Electrical Services' contractual scope.
 

Key Responsibilities

• Provide commissioning oversight and support across multiple mission-critical data center projects.

• Develop commissioning execution strategies that align with project schedules, turnover milestones, energization plans, and client commissioning requirements.

• Collaborate with project-level QC Managers and Operations teams to ensure commissioning requirements are incorporated into project planning and execution.

• Lead planning and readiness activities associated with Level 2 and Level 3 commissioning milestones.

• Support successful execution of equipment startup, functional testing, turnover verification, and commissioning documentation requirements within Hays Electrical Services' contractual scope.

• Ensure project teams are prepared to support client-led Level 4 and Level 5 commissioning activities through proper planning, documentation, staffing, issue resolution, and turnover readiness.

• Coordinate commissioning readiness activities associated with OFCI equipment and verify that receiving inspections, quality documentation, startup requirements, testing prerequisites, deficiency resolution, and turnover deliverables have been completed prior to commissioning activities.

• Review commissioning schedules and ensure alignment with construction schedules, startup activities, energization plans, and turnover requirements.

• Participate in the development, review, and execution of commissioning-related Methods of Procedure (MOPs), startup plans, and testing activities.

• Support project teams with commissioning issue resolution, deficiency tracking, punch management, and corrective action closure.

• Develop and maintain company standards for commissioning documentation, turnover workflows, deficiency management, and commissioning deliverables.

• Provide governance and oversight of CxAlloy utilization across all assigned mission-critical projects.

• Verify commissioning forms, startup records, testing documentation, deficiency logs, turnover packages, and readiness reports are accurately maintained within CxAlloy.

• Support project Quality Control Managers and project teams in the implementation and execution of CxAlloy requirements.

• Monitor commissioning progress, deficiency trends, turnover readiness, and documentation completion through CxAlloy reporting tools and dashboards.

• Ensure commissioning documentation, testing reports, startup records, turnover packages, and CxAlloy deliverables remain accurate, complete, and audit-ready.

• Conduct periodic project reviews, readiness assessments, and commissioning audits to evaluate progress and identify potential risks.

• Support Preconstruction teams by providing commissioning-related staffing requirements, schedule considerations, turnover strategies, and project execution recommendations.
 

Education & Qualifications
Required

• Minimum of 7 years of experience supporting mission-critical construction, commissioning, startup, turnover, or electrical project delivery.

• Strong understanding of mission-critical electrical infrastructure, commissioning processes, startup activities, turnover requirements, and commissioning documentation workflows.

• Experience supporting Level 2 and Level 3 commissioning activities within hyperscale or colocation data center environments.

• Familiarity with client-led Level 4 and Level 5 commissioning processes.

• Experience coordinating equipment vendors, startup technicians, commissioning providers, and project stakeholders.

• Strong understanding of quality management, turnover readiness, deficiency management, and startup coordination.

• Working knowledge of CxAlloy and commissioning documentation management platforms.

• Experience utilizing Procore, ACC, Microsoft Office Suite, and project scheduling software.

• Strong communication, organizational, planning, and leadership skills.

• Ability to travel as required.

Preferred

• Bachelor's Degree in Construction Management, Electrical Engineering, or related field.

• Certified Commissioning Professional (CCP).

• Certified Commissioning Authority (CxA).

• Project Management Professional (PMP).

• Experience supporting hyperscale data center construction projects.

• Experience supporting electrical contractors in mission-critical environments.
