Job description

Position Overview

Leidos is seeking a proven cybersecurity services leader to serve as the proposed Program Manager and Key Personnel for the pursuit of the Missile Defense Agency (MDA) Cybersecurity Services contract.

The selected candidate will support the capture effort and, upon contract award, assume overall responsibility for leading the program. As Program Manager, you will serve as the primary interface with MDA leadership and direct all technical, operational, financial, contractual, and workforce aspects of a large, geographically dispersed cybersecurity services program supporting one of the Department of Defense's most critical missions.

This role requires an experienced leader with a strong background delivering enterprise cybersecurity services and a proven record of successfully managing large, complex DoD programs

Primary Responsibilities

  • Serve as the proposed Contract Program Manager throughout capture and proposal activities and, upon award, assume overall responsibility for contract execution.
  • Act as the primary interface between Leidos and the Government for all programmatic, contractual, operational, and technical matters.
  • Lead a geographically dispersed team of Leidos employees, teammates, and subcontractors delivering enterprise cybersecurity services.
  • Direct execution of Cybersecurity Service Provider (CSSP) operations, Defensive Cyber Operations (DCO), incident response, vulnerability management, cyber analytics, digital forensics, threat hunting, cybersecurity engineering, RMF support, compliance, and related cybersecurity services.
  • Manage program financial performance, staffing, subcontractors, schedule, quality, risk, and contract compliance.
  • Lead contract transition activities, ensuring operational readiness, staffing, knowledge transfer, and continuity of operations.
  • Build and maintain trusted relationships with MDA leadership, Contracting Officers, CORs, and other Government stakeholders.
  • Provide executive-level program reviews, performance metrics, and strategic recommendations to Government and Leidos leadership.
  • Drive continuous process improvement, workforce development, and operational excellence across the program.
  • Identify and pursue opportunities to expand customer value and support future business growth.
  • Maintain overall responsibility for customer satisfaction, CPARS performance, and successful mission execution.

Basic Qualifications

  • Bachelor's degree in Business, Cybersecurity, Information Technology, Computer Science, Engineering, or a related field with 15+ years of progressively responsible experience leading complex DoD or Federal programs.
    • Additional relevant experience may be considered in lieu of a degree in accordance with Leidos equivalency guidelines.
  • Minimum 10 years of leadership experience managing enterprise cybersecurity services programs.
  • Demonstrated experience leading large cybersecurity operations supporting the Department of Defense or Federal Government.
  • Experience managing a large budget for their program.
  • Demonstrated supervisory experience leading and managing large, multidisciplinary, geographically dispersed technical teams, including responsibility for employee performance, coaching, mentoring, workforce development, staffing, and succession planning.
  • Experience managing one or more of the following: CSSP operations, Defensive Cyber Operations (DCO), cyber engineering, incident response, vulnerability management, RMF, cyber analytics, threat hunting, digital forensics, or enterprise cyber defense.
  • Proven success managing program execution, financial performance, staffing, subcontractors, risk, quality, and customer relationships.
  • Experience leading geographically dispersed technical organizations supporting mission-critical operations.
  • Strong understanding of Federal contracting and performance-based service delivery.
  • Exceptional leadership, communication, and organizational skills.
  • Primary location for this position is Huntsville, AL and Colorado Springs, CO. If you are not within commutable distance, the right candidate will be willing to travel to these locations 50% or more.
  • Active Secret Security Clearance with the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Preferred Qualifications

  • Experience supporting the Missile Defense Agency (MDA) or other Missile Defense or Combatant Command organizations.
  • Project Management Professional (PMP) certification.
  • CISSP, CISM, or other advanced cybersecurity certification.
  • Experience leading large-scale enterprise cybersecurity services contracts.
  • Experience managing contract transitions and large incumbent workforces.
  • Demonstrated success achieving exceptional CPARS ratings.
  • Experience developing customer relationships that result in follow-on work and organic growth.
