Description
SAIC is seeking a highly motivated and results-driven Facility Project Manager to join our team supporting critical government programs.
This role requires a proven track record in project management, technical oversight, and stakeholder coordination, with responsibilities that include planning, managing, and executing complex projects while adhering to stringent schedules, budgets, and quality standards. The successful candidate will provide comprehensive program management, facilities planning, cost estimation, and technical administration, ensuring compliance with established procedures and contractual requirements. Collaboration with diverse stakeholders and the application of advanced analytical and program management competencies will be critical to ensure the successful delivery of mission-critical projects.
Key Responsibilities:
  • Develop project plans, including objectives, timelines, deliverables, and resource requirements, ensuring compliance with government standards and regulations.
  • Utilize project management tools and methodologies to monitor and report project status, including cost, schedule, risks, and performance metrics.
  • Serve as the primary point of contact for the client, stakeholders, and team, ensuring effective communication, timely updates, and alignment on project requirements and objectives.
  • Lead project meetings and provide consistent and actionable reporting to internal and external stakeholders, ensuring transparency and accountability at all stages.
  • Manage constraints such as deadlines, resources, and project integrations to meet overall objectives.
  • Prepare, review, and manage key project documents, including cost analyses, status reports, construction/design/modification plans, and decision briefs.
  • Ensure projects are executed in compliance with all relevant DoD, federal, state, and local regulations related to construction, facility modifications, and operations.
  • Lead and coordinate risk management efforts, identifying, assessing, and mitigating risks throughout the project lifecycle.
  • Track, develop, and process work permits for various construction and operations sustainment activities.
  • Leverage government-provided platforms and software for project management, analysis, and reporting.
  • Understand and interpret technical drawings and plans to coordinate with engineering teams, contractors, and regulatory agencies.
  • Identify, recommend, and implement procedural efficiencies in program execution and reporting processes, including SOP revisions and quality management practices.

Qualifications
Required Education and Experience:
  • Bachelor's degree in engineering, business administration, project management, or a related field.
  • Relevant facilities project management experience.
  • Interim secret clearance required to start with the ability to obtain a secret clearance. SAIC will sponsor the clearance process.

Desired Experience:
  • Proven ability to develop cost estimates, technical documents, risk assessments, and project plans.
  • Experience working in facilities and construction planning and resource scheduling.
  • Strong analytical and problem-solving skills, with the ability to analyze data and provide actionable insights.
  • Exceptional written and verbal communication skills.
  • Advanced proficiency in Microsoft Project, Excel, and other project management tools.
  • Familiarity with PMBOK.
  • Prior experience working on NAVFAC or other military infrastructure projects.
  • Familiarity with facilities management tools (e.g., iNFADS, EPG, GRX, and FRES) and NAVFAC work processes.
  • Familiarity with Navy Instructions (OPNAVINST 11010.20J) and other DoD standards related to facilities planning and construction.
  • Familiarity with Lean Six Sigma principles is a plus.
  • Project Management Professional (PMP) Certification.
  • Advanced degree (MBA, MS) preferred.
