Job Description:

L3Harris Technologies is currently seeking a high-energy Program Manager to lead the growth and execution of Development programs within the Maritime Integrated Systems and Encryption (ISE) business. The PM will have a unique end-to-end life cycle management opportunity to leverage decades of L3Harris experience in encryption solutions to shape next generation solutions with customers, build a portfolio of new business, and own its profitability in execution.

The Program Manager, based in the historic L3Harris Camden Watferfront Campus, will lead a team of experienced program managers and oversees all efforts relating to contract execution. He/She is responsible for planning, executing, and monitoring projects from beginning to end, according to strict deadlines and budgets. Work scope includes, but is not limited to, developing trusted relationships with internal and external customers, shaping program and system requirements, coordinating with capture resources, strategic IR&D investment, leading the execution of existing programs, and positioning L3Harris to successfully win and execute business in this market. The individual must be able to work across a matrixed organization, influence outcomes, and possess both strong Program Management fundamentals and competitive capture experience.  This is a high visibility position, and the candidate can expect regular executive engagement internally and within the customer community.

This position has functional authority for planning, organization, control, documentation, tracking, integration, financial monitoring and completion of customer programs in a matrixed organization. While working closely with the Business Development, Finance, Operations and Engineering departments, this position may manage proposal efforts from customer requirements definition through concept definition to negotiation and contract award. The successful candidate must be able to create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments; identify and capture funded program growth in addition to facilitating capture of new opportunities with customers; and demonstrate and insist on ethical and professional behavior in accordance with company values.

Essential Functions:

  • Work collaboratively with and act as primary point of contact for Customer stakeholders for each assigned L3Harris subsystem.
  • Responsible for managing programs within a matrixed organization, communicating with stakeholders internal and external to the organization.
  • Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures.
  • Manage cost, schedule and technical performance on multiple, parallel development, production and qualification efforts.
  • Develop and monitor financial forecasts for monthly, quarterly and annual reviews
  • Program management of complex development and production efforts including Systems, Software, Electrical & Mechanical Hardware, VHDL and ASIC Engineering development, system and product qualification and NSA certification, low rate production and subcontract/supplier management.
  • New business capture management and proposal development of follow-on program efforts, ECP change proposals, and adjacent business capture in coordination with the Program Business Area and Business Development team
  • Develop and manage competitive systems and technical solutions aligned with our customer's needs
  • Implement EVM processes across projects to track cost, schedule, and performance metrics.
  • Develop and maintain EVM baselines, including Planned Value (PV), Earned Value (EV), and Actual Cost (AC).
  • Perform lead-time and critical path analysis on multi-level designs and hardware builds
  • Oversee program budgets with the responsibility to analyze, manage and report on budget performance and variance analysis
  • Coordinate with Master Schedulers and Master Planners to develop baseline program plans
  • Coordinate resource requirements (Staffing) with subsystem Program Managers and work with functional leadership to assure that issues are addressed in a timely manner
  • With functional leader support, develop the Work Breakdown Structure, project schedules, resource plans, and risk management strategies.
  • Responsible for process improvement, drawing on best practices and lessons identified.
  • Works alongside operations, supply chain, and engineering at various levels to complete projects and processes.
  • Utilize program management tools to monitor and report program performance to objectives (including budget, schedule, and other management requirements) and facilitate program coordination and decision-making.
  • Able to travel up to 10%

Qualifications: 

  • This role is required to be onsite full time at the Camden Waterfront facility, working in Closed Areas, SAPFs and/or SCIFs.
  • Experience as a Program Manager in a government contracting/manufacturing environment. Previous experience managing large, complex Technology Maturation and Risk Reduction (TMRR) and Engineering and Manufacturing Development (EMD) programs. 
  • Exception Leadership and Decision Making Skills
  • Bachelor's Degree and minimum 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience
  • Experience with Cost Plus and Fixed Price Contracting
  • Expert EVMS knowledge demonstrated including programs with customer reporting.
  • Demonstrated ability to lead Proposal Development and Capture efforts
  • Ability to obtain a US Secret Security Clearance

Preferrred Additional Skills:

  • Master's Degree preferred.
  • Experience with design, development, and manufacture of cryptographic equipment supporting communication subsystems.
  • Experience on programs involving cryptographic equipment development through certification by the National Security Agency (NSA) and/or accreditation the National Cross Domain Strategy and Management Office (NCDSMO).
  • Project Management Institute (PMI) Program Management Professional (PMP) Certification or working towards certification.
  • Proficient in SAP, MS Office, MS Project, Cobra

In compliance with pay transparency requirements, the salary range for this role is $153,000-284,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
