Job Description

GDIT is seeking a highly motivated and experienced Operations Manager with a strong background in managing complex IT projects involving Cloud Computing, Networking, Server/Systems, Identity management and engineering to support the Health Resources & Services Administration (HRSA) portfolio in the Rockville, MD area. The role is expected to be onsite 5 days a week at Rockville, MD.

The Operations Manager role is a highly visible, strategic position responsible for ensuring exceptional project management and delivery of infrastructure and network services to HRSA. This position provides leadership and oversight for projects supporting HRSA, setting strategic direction, and developing cost and operational models that align with evolving customer needs. Working closely with HRSA and GDIT leadership, the Operations Manager will lead teams, manage client relationships, oversee contract execution and subcontractors, drive strategic initiatives, foster innovation, and support proposal and capture activities. The ideal candidate will have a proven record of delivering high-impact technical solutions on time and within budget using Agile methodologies, collaborating effectively with cross-functional teams, stakeholders, and customers to ensure seamless execution. Candidates should be critical thinkers with strong work ethics who can work independently or as part of a dynamic, cross-functional team in support of a critical and rewarding mission, demonstrating both attention to detail and the ability to respond quickly to emerging challenges.

Applicants must be U.S. citizens or individuals authorized to work in the United States who can obtain a Public Trust Clearance (requires candidates be in the United States for the current three (3) consecutive years).

Responsibilities:

  • Provide overall direction of project portfolio, manage and maintain contractor interface with the customer's organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with project task schedules and costs and contractual obligations
  • Lead by using judgment, negotiation skills, ability to influence without authority, analytical talent, technical aptitude, and leadership to collaborate with a diverse set of stakeholders across multiple time zones, manage capital budgets, eliminate non-value-add activity, design solutions, remove blockers, and find creative ways to accelerate project delivery
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
  • Prepares and recommends for approval, project schedules, estimates, and budgets that are complete, realistic, and fully meet project goals
  • Strictly adheres to the approved project schedules and budgets
  • Actively engage with GDIT support divisions on collaboration efforts that ensure that we deliver the best product and solutions to HRSA and bring best practices and lessons learnt.
  • Oversee operational execution and financial aspects of contract deliverables, cost, and schedule to achieve all key performance indicators, service level agreements, and annual operating plan commitments
  • Effectively balance ownership and holding partner teams to high standards of responsibility
  • Manage GDIT related organizational compliance within their policies and procedures
  • Provides performance feedback and ensures the fair distribution of performance recognitions

Required Skills:

  • Bachelor's degree in Computer Science, Information Systems, or Engineering
  • Experience supporting infrastructure operations projects including those related to security and network operations, patch management, NOC/SOC, system deployment, integration management, etc.
  • Fifteen (15) years of program management experience for comparable Infrastructure, Network and Security Services programs with performance incentives/disincentives tied to Service Level Agreements
  • At least ten (10) years of specialized experience in project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Experience with Azure
  • Experience managing subcontractors including development of SOWs and financial oversight

Desired Skills:

  • PMP Certification is highly preferred
  • Demonstrated ability for oral and written communication with the highest levels of management

Salary and Benefit Information

The likely salary range for this position is $164,382 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
