Job Summary:

Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to Country Office and project staff, to ensure the fiscal well- being of the projects. Provides financial management, conducts analyses of financial data, provides budget analyses for project funds, and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Oversees sub award management and responds to inquiries and assist in trainings. Carries out unit finances to proactively guide and support respective financial success by providing high level analytical expertise. Reviews and processes final cost objective requests. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Responsible for analyzing performance trends, modeling complex business decisions, tracking performance and presenting results. Ensures and provides financial expertise, critical thinking, and customer service.

Accountabilities:
  • Creates, reviews, and monitors multiple country program budgets with annual budgets from $1-20M. Collaborates with staff from other teams and other offices to update cost-to-complete analyses periodically.

  • Assists in subaward management, including assessment of capacity and review and monitoring of budgets and expenditures.

  • Provides on-site and remote financial technical assistance to country-based staff and provides guidance on policy and regulations related to procurement and compliance.

  • Interprets and provides explanation for discrepancies and variations in financial data.

  • Processes invoices from sub-awardees, consultants and other vendors, and processes travel expense reports.

  • Independently analyzes and resolves complex challenges.

  • Uses financial systems to produce reports, analysis, financial models and databases.

  • Interprets, analyzes and/or evaluates data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP).

  • Applies advanced level technical and administrative knowledge of the rules and regulations in the subject area and defends analyses and recommendations relating to a variety of issues.

  • This is an advanced level Financial Analyst position which serves as a subject matter expert and may lead teams on complex issues.

  • Documents more complex or unique issues and effectively articulates written conclusions.

  • Implements, enhances, and evaluates tools, systems and processes, and serves as a trusted advisor to management.

  • Has in-depth technical and administrative knowledge and is able to defend analyses to management.

  • Applies acquisition principles and regulatory understanding in financial monitoring, reporting and oversight.

  • Work is reviewed upon completion for adequacy in meeting objectives.

  • May implement departmental work plans and provide input for performance reviews with the assistance of a higher-level manager.

Education:
  • Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting or Related Field or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.

Experience:
  • 8 Years of progressively responsible finance and operational management, and experience providing financial management of Department of State global awards, including direct support to program and country offices, direct oversight of subrecipients and execution of subrecipient pre-award and monitoring tasks, and hands-on experience creating budgets, monitoring costs, and preparing estimate to-complete analyses.

  • Advanced knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds.

  • Advanced knowledge of acquisition principles, regulations and associated financial contract management.

  • Must demonstrate excellent analytical and organizational skills.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Must be able to read, write, and speak fluent English; fluency in French/Spanish preferred

  • Non-governmental organization (NGO), government, or private sector experience preferred.

  • Experience working under minimal supervision.

  • Proficiency in spreadsheet software required.

Typical Physical Demands:
  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move 5 lbs.

Technology to be Used:

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines. Final compensation will be determined in accordance with applicable law and FHI 360 policy.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: USD $90,000 - $110,000 annual

International hiring ranges will differ based on location
