Job description

Responsible for leading the collection and the analysis of direct and indirect project costs and assisting the Cost Control Manager (“CCM”) in the preparation with the Project Manager ("PM") of the project’s budget. Leading the monitor of the budget during all Project processes (i.e. procurement, workforce planning, analysis of productivity rates, etc.), providing relevant information supporting the decision-making. Hierarchically reporting to the Cost Control Manager (“CCM”) with the AFC (Admin, Finance and Control Department). This role is permanent and full-time.

Role and General Responsibilities

Main Tasks:

  • During start-up phase work with the CCM assets and defines the hierarchical structure of the direct and indirect cost codes
  • In coordination with the CCM prepares bid reorganization according to previously defined control structure with the support of Corporate Technical Service Dept. Leading the upload of Bid data (control structures, quantities, cost analysis) in risk & cost control software (STR Vision); prepares bid reorganization booklet.
  • Develops budget organized by tender BoQ items vs Procurement Dept. for adoption of Procurement Plan as floor to Work Schedule.
  • Develops budget in STR Vision and caters for, internal work schedule provided by Planning Dept
  • Completes contractual variation orders defined with Employer provided by Contract Dept.
  • Updates quantities provided by Technical Dept.
  • Estimates unit costs of permanent material and rental or purchase of plant & equipment and subcontracting provided by Procurement Department including labor and equipment productivity rates
  • Provides budget monthly cost distribution to AFC to prepare project balance sheets and cash flow;
  • Supports PM in defining risks & opportunities.
  • Prepares the budget/forecast booklet;


Monthly activities:

  • Lead the process for collecting monthly site reports for Risk & Cost Control reporting;
  • Follows schedule as per preset dates every month to complete - monthly rolling of revenues/(costs) forecast, Internal Work Progress with Quantity Survey Department, uploads in STR Vision monthly actual quantities and costs to determine Earned Value, prepares the Flash Report with SPI and CPI KPIs with comments to major deviations vs. budget/forecast


Quarterly activities:

  • Support Site Management in “Performance Dialogue”;
  • Monitors risks & opportunities included in budget/forecast

Required Qualifications and Skills

  • Experience for more than 5 + years in a major Civil infrastructure project and a minimum of 2 years in a Light Rail Transit Project (LRT) as Lead Cost Controller / Cost Control Manager
  • Experience in design - build Civil Infrastructure projects
  • Experience in tender processing with Procurement and Project management teams in bid reorganization and carry out the necessary process for close out phase for heavy civil projects.
  • Knowledge of analyzing project plans and specifications to determine the scope of work and cost breakdowns
  • Experience SAP Cost Control Module, STR Vision
  • Bachelors in Civil Engineering
  • Communicates clearly and professionally in English with diverse stakeholders

Salary Range : $140,000.00 CAD - $145,000.00 CAD
