Leidos is seeking a Control Account Manager to join a high-impact, multi-agency program serving the United States Space Force (USSF) / Space Systems Command (SSC), the United States Air Force (USAF), and other critical mission stakeholders. The selected individual will play key role in enhancing, testing, and deploying a large-scale Satellite Communications (SATCOM) system to an existing infrastructure. The ideal candidate brings deep expertise in public key infrastructure (PKI) and key management, excels at complex problem solving, and has a strong record of delivering results as part of a high-performing team in a fast-paced Agile Development environment. This position offers a unique opportunity to enhance the resilience and cybersecurity of mission-critical communications that protect our nation.

  • This position is based near Columbia, Maryland, with possible alternative duty locations in San Diego, California, Englewood, Colorado, or Huntsville, Alabama. Relocation assistance may be available for qualified candidates.

Primary Responsibilities

  • The Control Account Manager reports to the PM/DPM and is responsible for the budget, scope, and schedule of their assigned Control Accounts (CA).

  • Participates as an Agile Team Member for the PMO Scrum team.

  • Collaborates with the Agile organization charged with delivering the work within the Control Accounts.

  • Ensures that Agile and Earned Value (EV) principles are maintained within work teams.

  • Maintains a current Estimate to Complete for all work within the CA.

  • Authors a Monthly Status Report (MSR) or Variance Report (VR) for each TTO or CA each accounting period.

  • Participates in the monthly business rhythm of the program with the Business/Finance Team Lead.

  • Requests authorization from the customer for activities within the CA that are within scope but not authorized.

  • Responds to requests from the customer for each CA.

  • Serves as the primary POC for the customer for activities within the CA.

  • Designates the primary technical POC to the customer and to any other stakeholders.

  • Participates in technical discussions, meetings, reviews, etc. as necessary to maintain situational awareness within the CA.

  • Participates in the staffing process and assures the work within the CA is adequately staffed.

  • Handles procurement requests within the CA to buy equipment.

  • Ensures that the authorization to expend funds (labor, materials, ODC) within the CA are within budgetary constraints.

  • Reviews Weekly Hours Reports to ensure that charging within the CA is correct.

  • Approves funding to fulfill CA requirements.* Approves timecards for subcontractors.

  • Participates in responses to RFIs, RFPs, or requests for a ROM.

Basic Qualifications

  • Bachelor's Degree and 8 years of prior relevant experience. Additional experience may be substituted for a degree.

  • Must have current or recent (within the past 5 years) experience as a Control Account Manager, TTO Lead or an equivalent position responsible for managing budget and schedule.

  • At least 3 years of experience working on a large, complex software development and hardware integration program.

  • At least 5 years of experience in technical project or program management role.

  • At least two years of experience working within an Agile environment.

  • Must have a demonstrated ability to work both independently and collaboratively to deliver high-quality results.

  • Must be self-motivated and proactive, with the ability to independently plan and prioritize daily tasks, ongoing projects, and recurring processes.

  • Must have strong verbal and written communication skills.

  • Must be detail-oriented, with strong organizational skills.

  • Must have excellent interpersonal skills, with the ability to build effective working relationships and interface professionally with peers and leadership, including developers, engineers, testers, customer points of contact, and company management.

Clearance Required:

U.S. Citizenship with an Active or Current TS/SCI with Polygraph.

Preferred Qualifications:

  • Experience working with or in military Satellite Communications (SATCOM) organizations such as United States Air Force (USAF), United States Space Force (USSF), or another Agency.

  • Experience working with Public Key Infrastructure (PKI)/ key management programs and technologies.

  • PMP strongly preferred.

  • Scrum Master or related credential or coursework.

  • In-depth experience with Agile methodology.

  • In-depth experience with Earned Value Management System (EVMS) methodology.
