Project Overview:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee. UPF will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
Job Summary:
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership" . #LI-CS1
Major Responsibilities:
Subcontract Management
  • Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
  • Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement

Subcontract Formation
  • Conforms and ensures subcontract execution
  • Directs negotiation in the commitment of subcontracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares bidders' lists and pre-qualifies bidders
  • Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders' questions and answers to those questions
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:
  • Solid working knowledge of fixed-price family of subcontracts with stated experience in construction type subcontracts according to procurement regulations, policies and practices.
  • Demonstrated administrative and organizational skills. Demonstrated oral and written communication skills.
  • Experience in developing various subcontract types, fee arrangements, contract terms and legal requirements.
  • Experience in developing and recommending potential solutions to contractual problems and concerns to management.
  • Working knowledge of contract law, negotiations, accounting or cost engineering gained through education or work experience.
  • Working knowledge of Federal Acquisition Regulations (FAR) and applicable Agency Supplements.
  • Working understanding of Federal Contracts and the flow-down of applicable clauses and requirements.
  • Working understanding of Cost Accounting Standards, and determination process for applicability to the work.
  • Working knowledge of fixed-price family of construction and technical service type subcontracts with proven experience in change management requirements.
  • Specialized courses or experience in pricing, contract law, negotiations, accounting and subcontract administration with emphasis on federal contracting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Solid working knowledge of Federal Acquisition Regulations and applicable Agency Supplements with emphasis on construction type subcontracts.
  • Solid understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.
