THE OPPORTUNITY

The Title IX Coordinator and Civil Rights Officer provides institution-wide leadership for Niagara University's compliance with Title IX and related federal and state sex-discrimination requirements and is intended to serve as the University's designated Title VI Coordinator pursuant to New York Education Law. The position leads the Office for Title IX and Civil Rights and coordinates the University's response to reports of discrimination, harassment, sexual misconduct, and retaliation. The Coordinator works closely with Human Resources and General Counsel on employment matters and partners broadly across Student Affairs, Academic Affairs, Campus Safety, Athletics, the Office of Violence Prevention & Education, and other University and community resources.

PRIMARY RESPONSIBILITIES

• Provide central leadership and coordination for Title IX compliance and, if designated, serve as Niagara University's Title VI Coordinator.
• Oversee intake, outreach, supportive measures, case assessment, grievance and resolution processes, and appropriate role separation among investigators, decision-makers, appeal officers, and other process participants.
• Lead the review, implementation, and periodic revision of Title IX, Title VI, sexual misconduct, non-discrimination, grievance, and related policies and procedures.
• Coordinate the institutional response to discrimination, harassment, and retaliation concerns and work closely with Human Resources and General Counsel on employee and Title VII matters.
• Collaborate with the office of Violence Prevention & Education on required and role-specific training for students, faculty, staff, administrators, and Title IX/civil rights personnel.
• Maintain legally compliant records and case-management practices; monitor timelines, outcomes, trends, and systemic concerns; and use data to strengthen institutional practice.
• Coordinate with Campus Safety, Student Affairs, Human Resources, OVPE, and other partners on Clery, VAWA, and New York Education Law requirements.
• Serve as a key liaison with government and regulatory agencies in consultation with General Counsel and appropriate University leadership.
• Build effective relationships across the University and with community partners while maintaining clear distinctions among compliance, investigation, adjudication, advocacy, prevention, clinical, and law-enforcement functions.

REQUIRED QUALIFICATIONS

• Master's degree in higher education, law, public administration, human resources, student affairs, social sciences, counseling/social work, organizational leadership, or a closely related field.
• Minimum of three years of progressively responsible professional experience in higher education compliance, civil rights/equal opportunity, legal affairs, human resources, student affairs, investigations, or a related field, including substantial direct responsibility for Title IX or comparable civil rights case management and compliance work.
• Demonstrated experience applying Title IX regulations and institutional non-discrimination or sexual misconduct policies, including intake, supportive measures, investigations or investigation oversight, resolution-process coordination, and required documentation.
• Demonstrated experience developing or revising policy, delivering training, managing sensitive records and data, and collaborating across institutional functions on complex compliance matters.
• Ability to satisfy the schedule, availability, professional-development, and response expectations of an institution-wide compliance leadership role.

PREFERRED QUALIFICATIONS

• Prior service as a Title IX Coordinator, Deputy Title IX Coordinator, Title VI Coordinator, civil rights/equal opportunity officer, or comparable higher education compliance leader.
• Current or recent Title IX Coordinator, civil rights investigator, or related certification/training through ATIXA or another recognized higher education compliance organization.
• Experience administering Title VI compliance and New York higher education requirements, including Education Law § 6436-a and Article 129-B.
• Experience coordinating institutional responses to OCR, EEOC, or state civil rights agency matters and working at the intersection of Title IX, Title VI, Title VII, Clery/VAWA, student conduct, and employment processes.

THE SUCCESSFUL CANDIDATE

The successful candidate will bring strong knowledge of higher education civil rights law and practice; sound judgment, neutrality, discretion, and empathy; excellent policy, investigative, training, and communication skills; and the ability to lead complex compliance work across organizational lines. The role requires an individual who can respond to sensitive matters with care while maintaining the impartiality, procedural rigor, documentation, and institutional perspective essential to an effective Title IX and civil rights program.

COMPENSATION

The anticipated salary range for this full-time, exempt position is $80,000-$85,000 annually, commensurate with qualifications and experience and subject to University compensation practices.
