Job Description:

Provide operational leadership and strategic support to the Missile Solutions Segment Contracts, Proposal Operations, and Pricing organization. This role serves as a key member of the leadership team to advance and drive process, battle rhythm, improvement initiatives, and execution excellence and supports organizational priorities across contracts operations, training, policy deployment, communications, Contract Lifecycle Management System (CLMS) implementation, compliance awareness, and process improvement.

This position will focus on developing and implementing strategic process improvements that drive greater discipline in proposal reviews, change management, and alignment between contracts, subcontracts, estimating, and pricing. The role works alongside the Vice President and across the requisite cross-functional leadership teams to implement to improvements to process, implement initiatives and use of tools to improve business activities, standardization, and execution consistency.

The ideal candidate will bring strong business acumen, executive communication skills, advanced PowerPoint and Excel capabilities, and the ability to monitor and interpret changes in government acquisition policy and communicate impacts clearly to senior leaders. This individual will also build and maintain high-level SharePoint tools and communication platforms to enhance organizational effectiveness, knowledge management, and leadership visibility.

Essential Functions:

  • Serve as a proactive, engaged, and influential member of the Missile Solutions Contracts leadership team, helping drive strategic priorities and operational execution across Contracts, Proposal Operations, and Pricing.
  • Provide senior Contracts Operations leadership across the organization by coordinating priorities, communications, metrics, reporting, and follow-up on key operational initiatives.
  • Develop executive-level briefings, presentations, dashboards, and data analysis using advanced PowerPoint and Excel skills to support leadership decision-making, business reviews, and organizational communications.
  • Establish and/or maintain battle rhythm and manage departments: 30-60-90-day calendar, staff call, weekly reports, offsite preparation, content for corporate overviews and charts.
  • Monitor changes in government acquisition policies, regulations, and related guidance; assess potential business impacts; and brief leaders on required actions, risks, and opportunities.
  • Build, maintain, and enhance SharePoint sites and related collaboration tools to support leadership communication, knowledge management, training content, policy deployment, and process documentation.
  • Identify, develop, and implement process improvements that increase discipline, consistency, and efficiency in proposal reviews, proposal generation, contract operations, and cross-functional workflows.
  • Drive the organization toward a more metrics-driven operating model by establishing and tracking key performance indicators, reporting mechanisms, and leadership visibility tools.
  • Support implementation and continuous improvement of contracts policy for the Missile Solutions Segment, ensuring alignment with enterprise requirements and business needs.
  • Partner across contracts, subcontracts, and estimating/pricing to improve linkage, alignment, process discipline, and execution quality throughout the business acquisition and contract lifecycle.
  • Help establish and drive consistent training objectives, development plans, and capability-building initiatives to strengthen employee competencies and support a best-in-class contracts organization.
  • Develop and maintain strong working relationships with internal and external stakeholders, including government customers and corporate representatives across Legal, Contracts, Export/Import, Customs/Traffic, Intellectual Property, and Anti-Bribery Compliance.
  • Assist with the design and maturation of a Segment Contracts Operations capability to improve backend business activities such as award entry, modification entry, standard work, and operational consistency.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant contracts experience. Graduate Degree and a minimum of 7 years of prior related contracts experience. In lieu of a degree, minimum of 13 years of prior related contracts experience.
  • Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship). Must be able to satisfy federal government requirements for access to government information. Having dual citizenship may preclude you from being able to meet this requirement.

Preferred Additional Skills:

  • Minimum of 7 years of experience in contracts management, contract operations, and proposal development, including leadership support for large, complex proposals, negotiations, and strategic business initiatives
  • Demonstrated subject matter expertise in U.S. Government contracting, including pre-award and post-award contract administration
  • Strong business acumen with the ability to assess operational, contractual, financial, and compliance impacts across the organization
  • Knowledge of legal and regulatory requirements related to proposal development, contract negotiation, and contract administration, including FAR, DFARS, ITAR, and other applicable government procurement regulations
  • Advanced proficiency in Microsoft Office applications, particularly PowerPoint and Excel, with the ability to develop executive-level presentations, dashboards, metrics, and analytical reporting
  • Experience monitoring, interpreting, and communicating changes in government acquisition policy and regulatory requirements to leadership and cross-functional teams
  • Strong written, verbal, and executive-level communication skills, with the ability to brief senior leaders and influence functional organizations
  • Demonstrated ability to work independently, manage multiple priorities, and drive initiatives to closure in a fast-paced environment
  • Strong research, analytical, and problem-solving skills, including the ability to identify best practices and recommend process improvements
  • Experience developing, implementing, and improving operational processes, policies, training, and standard work within a contracts or proposal operations environment
  • Experience with Contract Lifecycle Management Systems , process integration, user adoption, or continuous improvement activities
  • Experience building and maintaining SharePoint sites or other knowledge-management and collaboration tools
