Position Summary

The SCADA Manager serves as the client's technical lead for SCADA, controls, communications, and system integration activities associated with Battery Energy Storage System (BESS) and Peaker plant projects. The position provides technical support to the Project Management team, Construction Management team, and Commissioning Lead throughout project execution from engineering and procurement through commissioning and commercial operation. Acting on behalf of the client, the SCADA Manager serves as the primary technical interface with contractors, system integrators, utilities, and the Engineer/Designer of Record. The role provides coordination, technical assessment, and issue resolution support.

Key Responsibilities

Project Technical Support
  • Serve as the primary SCADA and controls subject matter expert supporting the Project Management and Construction Management team.
  • Provide technical guidance through engineering, procurement, construction, commissioning, and startup activities.
  • Support project planning, schedule development, risk identification, and issue resolution related to controls, SCADA, communications, and system integration.
  • Participate in project meetings and represent the client's technical interests.
Contractor and System Integrator Coordination
  • Act on behalf of the client and in support of the Project Management team as the primary technical interface with equipment suppliers, EPC contractors, external contractors, system integrators, and utility representatives.
  • Facilitate technical discussions, coordination and documentation of meetings, and issue resolution among project stakeholders.
  • Monitor technical deliverables, interface requirements, schedules, and open action items affecting project execution.
  • Support the Project Manager and Construction Manager in evaluating supplier responsiveness and technical performance.
Interface with Engineer/Designer of Record
  • Serve as the primary SCADA and controls interface between the project team and the Engineer/Designer of Record.
  • Coordinate clarification of design documents, communication architectures, interface requirements, and field implementation challenges.
  • Facilitate communication among the EOR, project management team, suppliers, and construction personnel.
System Integration Coordination
  • Coordinate interfaces between BMS, EMS, PCS, Plant SCADA, Utility SCADA, metering, protection, and control systems.
  • Coordinate communication point lists, interface matrices, network requirements, and protocol implementation.
  • Support utility telemetry, monitoring, and remote-control integration requirements.
Construction and Commissioning Support
  • Support the Construction Management team in addressing field issues involving SCADA, controls, and communication systems.
  • Provide technical support to the Commissioning Lead and commissioning team during FAT, SAT, startup, and performance testing.
  • Support coordination between supplier, contractor, and integrator participation during commissioning activities.
  • Support Commissioning Lead during troubleshooting, punch-list management, issue tracking, and operational readiness activities.
Documentation and Compliance Support
  • Coordinate collection of SCADA-related documentation, test records, and turnover packages.
  • Support verification that required project documentation is received from suppliers and contractors.
  • Assist the Project Management team in tracking compliance with project requirements and utility obligations.
 Qualifications
  • EDUCATION: Bachelor's degree in Electrical Engineering, Controls Engineering, Computer Engineering, or related discipline. Master's degree preferred.
  • EXPERIENCE: 5+ years of experience with utility-scale power generation, SCADA, controls, automation, commissioning, or system integration projects. Strong knowledge of DNP3, Modbus, IEC 61850, OPC UA, industrial networking, and utility interconnection requirements.

Skills

  • Bilingual proficiency in English and Spanish (spoken and written) is required.
  • Extensive knowledge of SCADA systems, industrial controls, automation, communications, and system integration within utility-scale power generation, Battery Energy Storage Systems (BESS), and power plant environments.
  • Strong knowledge of communication protocols including DNP3, Modbus, IEC 61850, OPC UA, industrial networking technologies, and utility interconnection requirements.
  • Demonstrated experience managing Battery Energy Storage System (BESS), renewable energy, utility-scale energy, or electrical infrastructure projects.
  • Experience with EPC project delivery, owner representation, contractor management, and large-scale capital projects.
  • Experience coordinating and integrating BMS, EMS, PCS, Plant SCADA, Utility SCADA, metering, protection, and control systems.
  • Ability to review and interpret engineering drawings, communication architecture, control narratives, interface matrices, network diagrams, and technical specifications.
  • Working knowledge of utility telemetry, monitoring systems, remote-control integration, and utility compliance requirements.
  • Experience supporting Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning, startup, troubleshooting, and performance testing activities.
  • Ability to work effectively with internal teams, external stakeholders, contractors, system integrators, utilities, engineering firms, and clients while ensuring the accuracy, accessibility, confidentiality, and integrity of project documentation.
  • Strong organizational, analytical, and problem-solving skills with the ability to identify technical risks and support issue resolution.
  • Strong verbal and written communication skills, including technical presentations, meeting facilitation, documentation review, and stakeholder coordination.
  • Comfortable working with workplace technology, project management software, document management systems, and digital collaboration tools.
  • Ability to manage multiple priorities, projects, and deadlines in a fast-paced environment while maintaining a high level of accuracy and attention to detail.
  • Knowledge of industrial networking principles, cybersecurity best practices, and control system architectures.

Preferred Certifications: Preferred Certifications: PMP, PE, ISA Certified Automation Professional (CAP), ISA/IEC 62443 Cybersecurity, NICET, OSHA 30, NERC CIP, and other relevant certifications related to SCADA, industrial controls, utility-scale power generation, Battery Energy Storage Systems (BESS), and system integration.

Working Conditions:

  • Full-time position, with travel to project sites as required. Willingness to travel to project sites as needed (up to 50-75%).
  • Primarily office-based with regular travel to project sites, power generation facilities, substations, and Battery Energy Storage System (BESS) installations.
  • Frequent interaction with project managers, construction managers, contractors, system integrators, utility representatives, equipment suppliers, engineering consultants, and other project stakeholders.
  • Participation in construction activities, field inspections, commissioning events, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), startup activities, and operational readiness reviews.
  • Travel may be required based on project location and project phase.
  • Ability to work in industrial and construction environments, including exposure to varying weather conditions, noise, dust, and energized electrical equipment.
  • Occasional extended work hours, weekends, or holidays may be required during project milestones, commissioning activities, and plant startup events.
  • Must be able to comply with all site safety requirements and wear required personal protective equipment (PPE), including hard hats, safety glasses, high-visibility clothing, and steel-toed boots.
  • Ability to walk construction sites, climb stairs and ladders, and conduct field assessments as needed.
  • Ability to work independently and collaboratively while supporting multiple projects and stakeholders simultaneously.
