Senior Contract Specialist
Location: Fort Washington, MD (Onsite - Telework Eligible)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus anadditional8 years of work experience, 4 of which must be work related)
Salary Range: $115 - 125k
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.

  • Master position tasks within 60 days and exceed requirements within 90 days.

  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.

  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:
The Senior Contract Specialist supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) (CDMX/PK) providing Contract Specialist support to the MPCO Contracting team. The Senior Contract Specialist primarily provides contract documentation preparation, procurement coordination support, and contract modification support Acquisition documentation support, Contract strategy development, and procurement and acquisition coordination.
Per the PWS Labor Category Description on page 63, Contract Specialist, responsibilities include but are not limited to:
  • Provide support to Mission Support contracting team.

  • Assist with contracting requirements to include soliciting, evaluating, negotiating and awarding contracts.

  • Assist with analysis of cost or price proposals.

  • Assist with developing acquisition documents and managing procurements, to include: contract files, market research, follow-up with support programs, document reviews, pre-award, post-award, solicitation preparation, and evaluation panel support.

Qualifications:
The candidate must have the following qualifications:
  • Minimum of ten(10) years of related work experience.

  • Minimum of six (6) specificwork-relatedexperience in support of a DoWcomponent.

  • Experience in DoW acquisition.

  • Experience with applying supplements, including the FAR to acquisition processes.

  • Experience in assisting with the development of acquisition strategies based on market research and solicitation with selection criteria or instructions to enable contract award to satisfy customer requirements.

  • Experience as a Contracting Officer, Contract Specialist in support of DoW.

  • Experience with a component of DoW and procurement including cost or price analysis, negotiations, and preparation of acquisition packages for services, supplies, and IT acquisitions that are legally defensible and prepared for submission to the Contracting Office.

  • Must have supported AF source selection and sole source procurements.

  • Must have experience using the Government Contract Writing System, ConWrite, or other similar system within the last 5 years.

  • Excellent verbal and written communication.

The following qualifications are desired:
  • Knowledge of Generative AI tools and methods (desired).

  • DAWIA Contract Level II (desired).

  • Business degree or related degree (desired).

  • Experience with the Air Force and/or Intelligence Community (desired).

Travel: Local travel and/or occasional long-distance travel may be required, <10%.
