Description

Repair of Critical Wastewater Utility Systems at Wahweap and Lone Rock.


Construction activities at Wahweap and Lone Rock include the following:ย 

  • Rehabilitate Existing Lift Station #s 1 - 7ย 
  • Rehabilitate Boat Lift station Sย 
  • Rehabilitate Fish Cleaning Stationย 
  • Relining of the existing lagoonย 
  • Construction of a new lagoonย 
  • New force main that traverses the Glen Canyon Dam Bridge with an emergency flexible hose connection for bypass purposesย 
  • Replacement or rehabilitation of portions of the conveyance systemย 
  • Associated electrical improvementsย 
  • SCADA system upgradesย 

Anticipated Period of Performance: August 2026 - September 2027


Approx 379 calendar days of construction management services. Exact dates of performance have yet to be determined and are dependent upon start of construction activities. It is not uncommon for construction contract extensions to be required on projects of this type due to the high risk of encountering differing site conditions, weather impacts, etc. The CM Services contract is typically extended in conjunction with the construction contract extensions. It is estimated that this contract could be extended up to 25% from the date of the construction notice to proceed, based on an average of historical construction contract extensions.

Requirements

The CMR shall possess the following qualifications:ย 

  • Technological knowledge and abilities such as utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.ย 
  • Physical abilities: Ability to walk or climb on a daily basis to observe contract performance.ย 
  • Technical knowledge and abilities such as: Ability to read, interpret and understand the Construction Contract, Plans and ย ย Specifications.ย 
  • Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.ย 
  • Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in ย ย construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.ย 
  • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. ย The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities - services received by the Government that can be paid for.ย 

Contractor Management Representative (CMR) qualifications:ย 

A resume including contact information shall be provided for the proposed CMR. The resume should include information supporting the proposed CMR meets or exceeds the requirements listed in Section IV of the Scope of Services.ย 


Candidates with experience in roles and on projects of similar scope and complexity and on NPS projects will be favorably considered.ย 

All proposed CMRs will be subject to a brief 10-minute telephone interview by the Project Manager and Contracting Officer. If the government determines the candidate's interview does not demonstrate the above listed qualifications, they will be eliminated ย ย from the competitive range.ย 


Contractor Management Representative (CMR) Past Performance:ย 

As stated in the submission requirements above, 3 professional references from past projects shall be provided for the proposed CMR. The NPS reserves the right to contact references to confirm experience, qualifications, and performance. The NPS also reserves the right to obtain past performance information from any source. Non-responsive references shall be rated as neutral. Information to be included in references are as follows:ย 

  • Reference Name and Titleย 
  • Contact information (email, phone number)ย 
  • Job title and firm/agency at time of interaction with CMRย 
  • Project name and short description of scope, magnitude, and CMR's roleย
