Job description

XMSTART is looking to add an experienced and strategic full-time Contract Administrator to our team, in Chantilly, VA. This position is 100% Onsite and contingent on award of contract.The selected candidate will offer assistance throughout every stage of contract execution, from pre-award to closeout. They will act as a team advisor for all acquisition and contract program office requirements, while also reviewing, approving, and making recommendations to the government customer.

Requirements

Security Clearance:

  • Active TS/SCI clearance with CI Poly

Education:

  • Bachelor's Degree

Qualifications:

  • 8 years of experience in contract administration and/or 5 years of experience supporting the customer
  • Ability to communicate clearly
  • Proficient in MS Office suite
  • Delivers assignments promptly
  • Able to identify issues and provide informed, objective recommendations
  • Familiarity with OC Policy Documents, OCAN, and FAR

Responsibilities:

  • Generate reports and data requests as instructed by management
  • Collaborate with customer financial management systems
  • Prepare contract documentation and manage contract files
  • Evaluate relevant market data from selected sources to provide insightful recommendations
  • Understand customer requirements and suggest the appropriate contract type that complies with all legal standards, in addition to recommending contracting methods based on those requirements
  • Advise on effective methods for publicizing procurement opportunities
  • Develop contract incentives that align with required policies and enhance Basic Order Agreements (BOA)
  • Propose financing options for contracts based on contract type and procurement methods, determining when Full and Open competition is appropriate
  • Create source selection criteria that utilize the best value and lowest price technically acceptable standards for contract awards
  • Prepare pre-award and post-award debriefings, and assist with pre- and post-award protests in compliance with FAR/NAM regulations
  • Recommend a cost/price analysis for BOA agreements
  • Assist in the preparation and negotiation of contracts, including schedule performance and pricing, while being capable of creating related documentation
  • Oversee the contract close-out process and support the documentation of contract terminations, including final contract pricing
  • Identify potential fraud or other legal violations, providing recommendations and documentation to validate claims, and resolve contract disputes with the Contracting Officer's approval
  • Assess and document subcontracting plans, conflict of interest strategies, and foreign ownership implications, offering recommendations where necessary
  • Provide general office management assistance, which includes logistical support, typing, document review for content and formatting, filing, file maintenance, photocopying, invoice processing, tracking drafts and action items, and managing meetings and calendars
  • Maintain original contract files in both hard and soft copies within the customer database
  • Distribute documents to both internal and external stakeholders
  • Prepare and submit contracts for the close-out process and coordinate the request and delivery of contractor documents needed for the Certificate of Completion, including final patent reports, final royalty reports, award fee determinations, levels of effort, and certifications
